Neuerrichtung und Betrieb „RadlLand Bayern“ Der Freistaat Bayern beabsichtigt die umfassende Neuerrichtung sowie den anschließenden Betrieb des Radverkehrsportals „RadlLand Bayern“. Das derzeitige System, bestehend aus Webportal, Radroutenplaner, Datenplattform und vielfältigen Schnittstellen, soll technologisch modernisiert, funktional erweitert und dauerhaft betriebssicher gestaltet werden. Der Auftrag umfasst sämtliche Leistungen zur Planung, Entwicklung, Integration, Inbetriebnahme und Weiterentwicklung des Gesamtsystems. 1. Gegenstand der Leistung Der Auftragnehmer (AN) soll das RadlLand Bayern technisch neu aufbauen und anschließend über mehrere Jahre betreiben. Zentrale Leistungsbestandteile sind: • Aufbau einer zentralen Daten- und Geoservice-Plattform, • Bereitstellung und Integration einer Radrouting-Engine, • Import, Verarbeitung und fortlaufende Pflege verschiedener radverkehrsrelevanter Datenquellen, • Entwicklung bzw. vollständiger Nachbau des Web-Frontends einschließlich interaktiver Kartenfunktionen, • Bereitstellung von Schnittstellen (API, Widget, iFrame) für interne und externe Nutzung, • Einrichtung und Konfiguration aller Systemkomponenten auf der Infrastruktur des IT-Dienstleistungszentrums des Freistaats Bayern (IT-DLZ), • Übernahme der Anwendungsbetreuung, des Monitorings, der Supportprozesse und der Systempflege. • Die für die bestehende App „RadlPlaner Bayern“ benötigten APIs sind bereitzustellen; die App selbst ist nicht Teil der Ausschreibung. 2. Funktionale und technische Anforderungen Die funktionalen Anforderungen umfassen insbesondere die Bereiche: • Datenimport und -harmonisierung aus unterschiedlichen Quellen, • Ortssuche und Geodatenaufbereitung, • Map Matching und Routingfunktionalitäten, • Bereitstellung externer Schnittstellen für Kommunen und Dritte, • vollständige Nachbildung der aktuellen Webseite, ergänzt um neue Funktionsbausteine. Die betrieblichen Anforderungen umfassen die: • zentrale Nutzer- und Rollenverwaltung, • Sicherstellung von Performance, Verfügbarkeit und IT-Sicherheit, • Umsetzung der ISMS- und Backup-Prozesse, • First-, Second- und Third-Level-Support, • Monitoring, Reporting und Dokumentation, • Umsetzung von CI/CD-Prozessen • Einhaltung der IT-DLZ-Vorgaben. 3. Projektstruktur und Zeitplanung Die Realisierungsphase erstreckt sich voraussichtlich von April bis Dezember 2026. Sie gliedert sich in sechs Meilensteine - vom funktionsfähigen Prototyp auf dem Stagingsystem bis zur produktiven Abnahme. Die Liveschaltung ist für den 01.01.2027 vorgesehen. Der Betrieb ist zunächst für die Jahre 2027 bis 2031 vorgesehen, mit zwei optionalen Verlängerungen um jeweils zwei Jahre. Der AN übernimmt während des gesamten Betriebs regelmäßige Abstimmungen, Weiterentwicklungen und die Pflege sämtlicher Systemkomponenten. 4. Projektorganisation und Zusammenarbeit Der AN stellt eine qualifizierte Projektorganisation bereit. Erwartet werden: • eine Gesamtprojektleitung mit Entscheidungsbefugnis, • Teilprojektleitungen für IT-/Backend-Entwicklung und Frontend-Entwicklung, • ein Entwicklungsteam für Realisierung und Weiterentwicklung, • regelmäßige Statusmeetings, Workshops und Management Reviews, • Vorbereitung und Durchführung von Schulungen für das Personal des Auftraggebers. Das Projekt wird in einem hybriden Vorgehensmodell umgesetzt: Meilensteine strukturieren den Gesamtverlauf, während die Umsetzung einzelner Module agil erfolgt. 5. Dokumentation und Abnahme Der AN stellt eine vollständige technische Dokumentation bereit, führt Anforderungsstände im Online-Tool des Auftraggebers und pflegt alle Schnittstellen-, Architektur- und Betriebsdokumentationen. Freigaben und Abnahmen erfolgen auf einem produktionsgleichen Stagingsystem. Grundlage der Abnahme bilden Vollständigkeit, korrekte Funktion, Performance und Benutzerfreundlichkeit. 6. Weiterentwicklung und Betrieb Für die Betriebszeit stellt der AN garantierte Entwicklerkapazitäten (120 h/Monat) sowie ein jährliches Zusatzkontingent (1.000 h) für weitergehende Maßnahmen bereit. Der Regelbetrieb umfasst Updates, Bugfixes, Sicherheitsmaßnahmen, Monitoring, Support und Dokumentationspflege. Hostingkosten trägt der Auftraggeber; der technische Betrieb im IT-DLZ liegt in der Verantwortung des AN.
