Germany is one of Europe's largest public procurement markets - well over a hundred billion euros a year across federal ministries, sixteen states (Länder) and more than ten thousand municipalities. It is also Europe's most decentralised one. There is no single "German tender portal", and that fragmentation is the first thing to understand: the buyers are everywhere, and so are the notices.
Where German tenders are published
Where a notice appears depends on its value relative to the EU thresholds:
- Above the thresholds, publication EU-wide is mandatory. German notices flow through the national eForms The EU's structured notice format since 2023: the reason notices now carry machine-readable dates, values and codes. Full entry channel to TED, and the central publication service oeffentlichevergabe.de carries them domestically.
- Below the thresholds, each buyer chooses its own outlet: state-level procurement portals (Vergabemarktplätze), commercial platforms such as DTVP, subreport or Vergabe24, the federal service.bund.de listing, or a municipal website. Coverage overlaps only partially - no single portal sees everything.
The practical consequence: German businesses routinely monitor three or four portals at once. An aggregated search by sector and region saves most of that legwork.
The legal frame in one paragraph
Above the EU threshold A contract large enough that EU-wide rules apply and it must be published on TED. Full entry , procurement follows the GWB (competition act) and the VgV regulation - the full EU regime, with remedies before a procurement chamber (Vergabekammer). Below the thresholds, the lighter UVgO rules apply for supplies and services and VOB/A for construction, with details varying by Land. Small purchases can be awarded directly - the ceiling for such a Direktauftrag is set by each Land and the federal level separately: €50,000 at federal level since July 2026. The variation is real: the same purchase that requires a formal procedure in one state can be a direct award in the neighbouring one.
What you need to bid
- Platform registration. Bids are submitted electronically through the platform named in the notice. Do it before deadline week, not during it.
- No qualified signature, usually. The regulation asks for offers in simple text form (Textform) - a genuine relief compared to Italy or Poland. The notice states the required form; take it at its word.
- The ESPD The European Single Procurement Document: a self-declaration that replaces certificates at the bidding stage. Full entry (one form, reusable) above the EU thresholds; simpler self-declarations (Eigenerklärungen) below them.
- Pre-qualification helps. The official directories - the AVPQ register for supplies and services, the Präqualifikationsverzeichnis for construction - let you replace stacks of certificates with a single entry. Optional, but German buyers recognise them instantly.
- German language. The notice states the language the offer must be written in; expect German.
Habits of the German market
- Formality is scored. German evaluators are strict about completeness - a missing declaration can exclude an otherwise winning bid, and the classic mistakes are punished more reliably here than almost anywhere. Checklists win.
- Ask questions early. Bieterfragen through the platform are standard practice, and answers are shared with all bidders. A precise question often reveals how rigid a requirement really is.
- Construction is its own world. Works run under VOB/A with its own forms and customs; if you are a contractor, learn the VOB vocabulary before your first bid.
- Municipalities are the accessible entry point. Thousands of small, below-threshold contracts see only a handful of bids - far less competition than federal tenders.
