Espoon kaupunki (myöhemmin myös Tilaaja) pyytää tarjouksia sähköisestä huoltokirjajärjestelmästä. Hankinnan kohteena ovat Sähköinen huoltokirjajärjestelmä SaaS-ohjelmistopalveluna, palvelun käyttöönotto ja asiakaskohtainen sovitus Tilaajalle, sovelluksen tuki- ja ylläpitopalvelut sekä hankinnan kohteena olevan järjestelmän jatkokehitys- ja konsultointipalvelut. Kilpailutuksen perusteella valitaan yksi (1) toimittaja ja yksi (1) varatoimittaja. Hankittavia Järjestelmän toiminnallisia kokonaisuuksia ovat: • Palvelupyyntöjen tekeminen ja toteuttaminen • Huoltokohteiden huoltosuunnitelmien laatiminen ja ylläpito sekä huoltotoimenpiteiden toteuttaminen • Huoltopäiväkirja • Kiinteistötietojen hallinta • Huoltokohteiden energianhallinta • Omavalvonta • Pitkän tähtäimen suunnitelmat (PTS) osalle huoltokohteista • Raportointi- ja tilastointitoiminnallisuudet Tarkempi kuvaus hankinnan sisällöstä on tarjouspyynnön liitteellä 1. "Hankinnan kohteen kuvaus". Hankinnan ennakoitu kokonaisarvo laskennalliselle neljälle vuodelle (alv 0 %) 2 500 000 euroa. Huom.! Budjettisyistä jatkuville kustannuksille (SaaS-palvelun maksut, tuki- ja ylläpitokustannukset sekä integraatioiden ylläpitokustannukset) on asetettu maksimihinta. Jatkuvien kustannusten vuosihinta (liitteen 6, Hintalomake välilehden 1-Vertailuhinta solu O60) ei saa ylittää 200 000 euroa / v. Maksimihinnan ylitys johtaa todennäköisesti tarjouksen hylkäämiseen. HANKINNAN VALMISTELU Hankintayksikkö on valmistellut hankintaa arvioimalla markkinoilla olevia vaihtoehtoja ja kilpailuolosuhteita sekä hankinnan toteuttamistapoja. Markkinakartoituksessa on kuultu laajasti alan toimijoita kirjallisesti ja markkinavuoropuhelun kautta sekä arvioitu eri toteutusmalleja. Markkinakartoitus on toteutettu siten, ettei yksittäistä toimittajaa ole suosittu ja kartoituksessa on toimittu tasapuolisesti ja avoimesti. Markkinakartoitusilmoitus on julkaistu HILMA:ssa 26.2.2026. Markkinavuoropuheluun ilmoittautui 14 toimittajaa. Ilmoittautuneille lähetettiin maaliskuussa 2026 ennakkotehtävä, jolla kartoitettiin markkinoilla olevissa järjestelmissä toteutuvia toiminnallisuuksia. Markkinavuoropuheluja jatkettiin tämän jälkeen neljän toimittajan kanssa. Maalis-huhtikuussa 2026 järjestettiin kolmen toimittajan kanssa keskustelutilaisuudet, joissa toimittajat demosivat järjestelmiään. Lisäksi yksi toimittaja demosi järjestelmäänsä erikseen toimittamillaan videoilla. Toukokuussa 2026 toimittajilta pyydettiin kirjallisia lisäselvityksiä ja kesäkuussa 2026 heille lähetettiin koko tarjouspyyntöluonnos liitteineen kommentoitavaksi, minkä jälkeen kommentoineilta pyydettiin vielä tarkentavia lisäselvityksiä. Kartoituksessa havaittiin markkinoilla olevan useita sähköisiä huoltokirjajärjestelmiä. Markkinakartoituksen perusteella voitiin todeta, että erityisesti Espoon kaupungin tarve energianhallinnan kokonaisuudelle osana huoltokirjaa rajaa markkinaa. Kartoituksessa saatuja havaintoja on hyödynnetty hankinnan kohteen määrittelyssä, soveltuvuusvaatimusten asettamisessa ja tarjousten vertailuperusteiden määrittelyssä. Hankinnan valmistelussa on huomioitu hankintalain 65 §:n mukaiset markkinakartoitusta koskevat periaatteet ja hankintayksikkö katsoo valmistelun tukevan kilpailun toteutumista. HANKINNAN JAKAMINEN OSIIN Hankintayksikkö on arvioinut hankinnan jakamista osiin. Hankintaa ei ole jaettu osiin, koska hankinnan kohteena oleva järjestelmä ja siihen liittyvä palvelu muodostaa yhtenäisen kokonaisuuden, jota ei ole tarkoituksenmukaista jakaa pienempiin kokonaisuuksiin. Lisäksi jakaminen lisäisi merkittävästi integraatioihin, vastuunjakoon, käyttöönottoon ja tietojen yhtenäiseen hallintaan liittyviä riskejä. Hankintayksikkö katsoo, että jakamatta jättäminen on hankinnan luonne, toteutustapa ja tarkoituksenmukainen toteutus huomioon ottaen perusteltua.
