Finland publishes more than most: its procurement act (1397/2016) sets national thresholds far below the EU ones, so contracts that would stay invisible elsewhere are openly advertised on Hilma (hankintailmoitukset.fi). Add a deeply digital administration and you get one of Europe's most orderly markets - competitive, but transparent enough that an outsider can learn it fast.

Where Finnish tenders are published

  • Hilma is the single national noticeboard, operated by state-owned Hansel. Every notice above the national thresholds appears there; above the EU thresholds notices go on to TED as well.
  • Actual bidding happens on the buyer's e-platform (Tarjouspalvelu/Cloudia, Mercell and others); the Hilma notice links straight to it.

Thresholds and procedures

Finland's distinctive feature is the low national threshold: about €60,000 for goods and services, €150,000 for works, and higher bands for social and health services. Above these, publication on Hilma is mandatory; below them buyers purchase freely (though many still advertise). Above the EU thresholds the standard EU procedures apply. In between, national procedures are flexible: buyers design the competition, and the notice tells you the rules.

  • The ESPD (single European document) above the EU thresholds; lighter self-declarations nationally.
  • Finnish or Swedish are the official languages; international or technical procurements occasionally accept English - the notice says so.
  • Registration on the buyer's platform; e-signature demands are light by European standards.
  • Finnish buyers check tax and obligation compliance through national registers; foreign bidders provide equivalents from home.

Precision beats salesmanship

Finnish evaluation is literal. If the request says three references of a given size, provide exactly that, in the requested format; embellishment scores nothing and omissions disqualify. Where quality is scored, the criteria are applied as written, and clarity wins over marketing polish. Deadlines are firm; extensions are the exception, not the rule.
