Description

Espoon kaupunki (myöhemmin myös Tilaaja) pyytää tarjouksia HRD-ratkaisun hankintaan. Espoon kaupunki kilpailuttaa henkilöstön kehittämisen (Human resource development, HRD) ratkaisun, joka tukee suorituksen ja osaamisen johtamisen prosesseja. Hankinnan kohteena ovat Asiakkaalle SaaS-palveluna toimitettavan HRD-järjestelmän toimittamis-, kehittämis- ja ylläpitopalvelut. Tarkempi kuvaus hankinnan sisällöstä on tarjouspyynnön liitteellä 1. "Hankinnan kohteen kuvaus" ja vaatimuksissa järjestelmälle liitteellä 5, "Vaatimuslomake". Hankintaa ei ole jaettu osiin, koska hankinnan kohteena oleva järjestelmä ja siihen liittyvä palvelu muodostaa yhtenäisen kokonaisuuden, jota ei ole tarkoituksenmukaista jakaa pienimpiin kokonaisuuksiin. Sopimus tulee voimaan allekirjoittamisesta ja on voimassa toistaiseksi. Arvioitu sopimuskauden alkamispäivämäärä on kesäkuussa 2025. Toimittajalla ei ole Sopimuksen perusteella yksinoikeutta yllä kuvattuihin palveluihin ja toimituksiin eikä yksinoikeutta toimia Asiakkaan Ohjelmistopalvelun teknologiaympäristössä. Muutokset lainsäädännössä voivat vaikuttaa solmittavan sopimuksen perusteella tilattavan Palvelun käyttövolyymeihin nousevasti tai laskevasti. Pääsopimusta ja ohjelmistopalvelusopimusta voidaan muokata tällaisten sopimuskaudella tapahtuvien lakisääteisten muutosten perusteella ja Sopijapuolet ovat velvollisia huomioimaan tällaiset muutostarpeet toteutuksessa ja käytön aikaisissa palveluissa Espoon kaupunki valitsee kilpailutuksen perusteella yhden toimittajan ja yhden varatoimittajan
