Im Rahmen des offenen Verfahrens wird eine SOC-TESTSTATION FÜR 8 KW SOEC (PR1253404) ausgeschrieben. Ziel des Vergabeverfahrens ist die Beschaffung und Implementierung eines Messplatzes zur Charakterisie-rung von SOC-Stacks mit 10 bis mindestens 40 Zellen. Der Prüfaufbau muss den flexiblen Betrieb in beiden Richtungen abdecken: als Festelektrolytbrennstoffzelle und im H2O-Elektrolysebetrieb. Im Fokus steht die Evaluierung der elektrischen Leistungsfähigkeit, insbesondere für den angestrebten 8-kW-Betrieb bei der Wasserelektrolyse. Die Charakterisierung der Prüflinge erfordert eine umfassende Datenerfassung. Neben der standardisierten, mehrkanaligen Messung von Einzelzellspannungen und der Temperaturüberwachung kommt die elektrochemische Impedanzspektroskopie (EIS) zum Einsatz. Da dieses Verfahren bei elektrolytgetragenen Festelektrolytbrennstoffzellen bisher unterrepräsentiert ist, muss der Messplatz Live-Messungen unter realer DC-Last ermöglichen, ohne den laufenden Stack-Betrieb zu unterbrechen. Prozesstechnisch ist eine exakte Regelung der Gasflüsse auf der Brennstoff- und Luftseite erforderlich, gepaart mit einer präzisen Befeuchtung durch direkte Dampfinjektion. Die Einhaltung stabiler atmosphärischer Druckverhältnisse und die kontrollierte Aufbringung der mechanischen Kompressionslast sind für valide Ergebnisse unabdingbar. Die Automatisierung der Testumgebung verlangt nach parametrierbaren Testabläufen, kontinuierlicher Echtzeit-Datenerfassung und einer nahtlosen Anbindung an bestehende IT-Strukturen. Parallel dazu stehen die Betriebs- und Anlagensicherheit an oberster Stelle. Das System erfordert eine mehrstufige Sicherheitsarchitektur mit permanenter Gasdetektion und automatisierten Notfallspülungen, um die hohen Standards im Laborbetrieb durchgehend zu gewährleisten. Aufgrund der Projekterfordernisse und des engen Zeitregimes sind wesentliche Verzögerungen im Vergabeverfahren projektgefährdend. Sollte die förderkonforme Verausgabung der Mittel innerhalb der vorgesehenen Haushaltsjahre nicht sichergestellt werden können, behält sich der Auftraggeber vor, das Vergabeverfahren aufzuheben.
