Public tenders in the United Kingdom: Find a Tender and the Procurement Act 2023

The UK rewrote its rulebook after Brexit. The Procurement Act 2023, in force since early 2025, replaced the EU directives with a single UK regime built around transparency notices and a lifecycle view of contracts. UK notices no longer appear on TED; the place to look is Find a Tender (find-tender.service.gov.uk), and the market remains one of Europe's largest and most internationally open.

Where UK tenders are published

  • Find a Tender (FTS) is the central platform for the notices the Act requires - and since the 2025 reform there are many more of them: pipeline notices, tender notices, award and contract-details notices.
  • Contracts Finder continues to list lower-value opportunities in England.
  • The devolved nations keep their own shopfronts: Public Contracts Scotland and Sell2Wales - the same contracts often surface via FTS too.

Thresholds and procedures

  • UK thresholds broadly track their old EU counterparts but are inclusive of VAT - a peculiarity that effectively lowers the bar.
  • Above threshold, the Act boils procedures down to two: the open procedure and the competitive flexible procedure, which lets buyers design the competition and is the reform's real novelty.
  • Below threshold, contracts above modest values must still be advertised, which keeps the visible pipeline unusually rich.

What you need to bid

  • Registration on FTS and on the Central Digital Platform, where suppliers enter their core data once for reuse across procurements.
  • No ESPD here: UK questionnaires collect equivalent declarations. Standard UK expectations apply - references, financial standing, insurance.
  • English language, obviously - which makes the UK the natural first export market for many bidders.

Social value and the MEAT mindset

UK evaluation awards the most advantageous tender: price plus quality plus, distinctively, social value - local employment, carbon reduction, supply-chain resilience. Central government attaches explicit minimum weightings to it. A bid that ignores the social-value questions loses to one that answers them concretely. The criteria logic still applies; the labels differ.

Habits of the UK market

  • Pipeline notices are gold: buyers publish forward plans, letting you prepare months before the tender lands.
  • Frameworks dominate entire categories (construction, IT, staffing); the framework refresh dates are the real market calendar.
  • Debriefs are standard: losing bidders get feedback letters - use them, they are the cheapest consulting you will ever receive.
