Public tenders in Norway: Doffin, the EEA rules and the climate weighting

Norway is not in the EU, but through the EEA agreement its procurement above the European thresholds follows the same directives - published on TED like any member state. Below them, a national regime with its own thresholds runs on Doffin (doffin.no), the noticeboard operated by the DFØ agency. The result: an oil-fund-rich, punctual market that a prepared foreign bidder can treat almost like the EU, with two twists - the krone and the climate rules.

What you need to bid

  • The ESPD (single European document) above the thresholds; simpler declarations nationally.
  • Norwegian dominates; English is accepted more often than in most of the Nordics, especially in technical procurements - the notice decides.
  • Tax and VAT attestations (skatteattest) are standard requests; foreign bidders bring their national equivalents.
  • Prices are in NOK: budget the currency risk or hedge it.

The climate weighting changed the game

Since 2024 Norwegian buyers must, as a main rule, weight climate and environmental considerations at around thirty percent of the award criteria (or set environmental requirements instead). Bids now win and lose on documented emissions, fleet standards and circularity plans. If your offer has a credible green story with numbers, Norway is one of the few markets that will actually pay for it; read the criteria with that lens.
