Greece pairs an old procurement reputation with a startlingly transparent system. Law 4412/2016 pushed everything into the open: essentially every public contract above €2,500 is registered in KIMDIS, the central contracts registry, and formal tenders are bid electronically on Promitheus (promitheus.gov.gr). If you can read Greek, you can watch the entire Greek public wallet in real time.
Where Greek tenders are published
- KIMDIS (the Central Electronic Registry of Public Contracts) records requests, notices, contracts and payments - the transparency backbone Aperlena ingests.
- Promitheus / ESIDIS is the national e-procurement system where formal tenders are published and bids submitted. Above the EU thresholds notices also go to TED.
- The Diavgeia portal publishes the administration's decisions, award approvals included - a goldmine for checking a buyer's history.
Thresholds and procedures
- Direct award (apeftheias anathesi): up to €30,000 for goods and services, buyers may award directly (up to €60,000 for works). This layer is huge in volume and visible in KIMDIS even though it is not tendered.
- From €30,000 to the EU thresholds: national open procedures, electronic via Promitheus with shortened deadlines.
- Above the EU thresholds: the standard EU procedures, fully electronic.
What you need to bid
- Registration on Promitheus and an advanced electronic signature backed by a qualified certificate.
- The ESPD/EEES (single European document) as self-declaration.
- Greek language for bids; official documents from abroad typically need certified translations.
- Guarantee letters (engyitiki epistoli): a participation guarantee (at most 2% of the estimated value) issued by a bank or the TMEDE fund is standard in formal procedures.
Price rules, funds flow
Most Greek awards still go to the lowest compliant price, and bid discounts on works can be aggressive. The counterweight: Recovery-fund and EU-funded projects in energy, digitalisation and infrastructure with serious budgets and stricter evaluation. Read the criteria and check the buyer's past awards before deciding your margin.
Habits of the Greek market
- Deadlines move. Extensions are common; alerts beat calendars.
- Local presence helps with guarantee logistics and paperwork; a Greek partner or agent is a practical shortcut.
- Payment cycles improved substantially with e-invoicing, but factor buffer time with smaller buyers.
