Czech procurement runs on Act No. 134/2016 (the ZZVZ) and a two-tier publication system: an official journal for the formal procedures and a world of small-scale contracts that never reaches it. Prices are competitive, procedures are digital, and buyers publish more than the law strictly requires - if you know where to look.
Where Czech tenders are published
- The VVZ (Věstník veřejných zakázek) is the official journal: every above-threshold and most below-threshold formal procedures appear there, with above-threshold notices also going to TED.
- The NEN (Národní elektronický nástroj) is the state's own bidding platform; many buyers instead use certified commercial tools such as E-ZAK or Tenderarena. The notice names the platform in use.
- Every buyer maintains a profil zadavatele (buyer profile), and small contracts are often published only there.
Thresholds and procedures
- Small-scale contracts (veřejné zakázky malého rozsahu): up to CZK 3 million for goods and services or CZK 9 million for works, buyers may award directly. Many still run informal mini-competitions on their profiles - reachable business for firms that watch them.
- Below-threshold procedures: above small-scale but below the EU thresholds, typically the zjednodušené podlimitní řízení (simplified below-threshold procedure) launched on the buyer profile.
- Above the EU thresholds the standard EU procedures apply.
What you need to bid
- The ESPD (single European document) for above-threshold procedures; simplified self-declarations below.
- Czech language as a rule; documents in Slovak need no translation by law, and technical annexes in English are sometimes tolerated - check each notice.
- Offers go in through the buyer's electronic tool, which counts as signing them; a Czech datová schránka (data box) makes formal communication easier.
Price still rules, but less than before
Czech awards historically leaned hard on lowest price; the trend is towards best price-quality, especially in services and IT. Where quality counts, evaluation grids follow the criteria mechanically, so mirror their structure in your offer. Where price rules, sharpen the pencil: Czech competition is dense and local.
Habits of the Czech market
- Watch buyer profiles, not just the journal: the small-scale layer is where new entrants build Czech references without fighting national incumbents.
- Questions (žádosti o vysvětlení) must be answered publicly; use them to fix unclear requirements before the deadline.
- Framework agreement An umbrella deal with one or several suppliers, under which orders are placed later without a new tender. Full entry and DNS are increasingly common for repeat purchases; getting admitted early pays for years.
