Hämeenlinnan kaupunki pyytää tarjouksianne kiinteistövälityspalveluihin. Hämeenlinnan kaupungin omistuksessa on rakennettuja ja rakentamattomia kiinteistöjä sekä kiinteistö- ja asunto-osakeyhtiöiden osakkeita sekä tontteja, joita tulee myyntiin nopeallakin aikataululla kaupungin kiinteistösohjelman mukaisesti. Kohteet ovat sijainniltaan, laadultaan, hinnaltaan sekä markkinoinnin kohderyhmiltään hyvin erilaisia. Kustakin toimeksiannosta tehdään erillinen toimeksiantosopimus. Osalle kohteista ei välttämättä löydy paikallisia ostajaehdokkaita ja näin ollen markkinointi on kohdistettava talousalueen ulkopuolelle, esimerkiksi pirkanmaalle ja pääkaupunkiseudulle. Kyseessä on hankintalain 1397/2016 mukainen palveluhankinta, josta Tilaaja järjestää tarjouskilpailun avoimena menettelynä puitejärjestelynä. Hankinnan ennakoitu arvonlisäveroton arvo ylittää hankintalain kansallisen kynnysarvon. Hankinta on jaettu kahteen osa-alueseen. Osa-alueen 1 vertailuperusteena on kokonaistaloudellinen ratkaisu siten, että laadunpainoarvo on 50% ja hinnan 50%. Osa-alue 2 vertailuperusteena on 100% laatu., Kiinteistövälityspalvelu Kiinteistövälityspalveluilla tarkoitetaan kiinteistöjen, ja muiden toimitilojen myyntiin, ostoon ja vuokraukseen liittyviä asiantuntijapalveluja. Palveluun kuuluu tyypillisesti kohteen markkina-arvon arviointi, myynnin tai vuokrauksen suunnittelu, markkinointi, näyttöjen järjestäminen, ostajaehdokkaiden kartoitus, tarjousneuvottelut sekä kauppakirjojen ja muiden tarvittavien asiakirjojen valmistelu. Kiinteistönvälittäjä huolehtii toimeksiannon toteuttamisesta voimassa olevan lainsäädännön, hyvän välitystavan ja asiakkaan etujen mukaisesti. Sopimuskumppaneita valitaan sopimuskaudelle 2-4. Mikäli tarjousvertailussa tarjojat ovat tasapistetilanteessa, hankintayksikkö arpoo tarjoajien valinnan tasapisteiden saaneiden kesken. Arpomisen on oikeuskäytännössä katsottu kohtelevan tarjoajia tasapuolisesti, Kiinteistövälityspalvelut AKA arviointi AKA-arviointi on auktorisoidun kiinteistöarvioijan (AKA) suorittama puolueeton ja dokumentoitu kiinteistön tai muun kiinteistöomaisuuden arvonmääritys. Auktorisoitu kiinteistöarvioija on Kiinteistönarviointilautakunnan hyväksymä asiantuntija, jonka pätevyys perustuu koulutukseen, kokemukseen ja hyväksytysti suoritettuun auktorisointikokeeseen.
