Toimintavarma myymälä- ja polttoainejakeluverkosto- eli TOIMIVA-projektin kokonaistavoitteena on muodostaa valtakunnan kattava verkosto, jossa toimipisteisiin tuotettujen varavoima- ja muiden teknisten kyvykkyyksien avulla varmistetaan kansalaisille välttämättömät päivittäistavarakaupan ja polttoainejakelun palvelut lyhyt- ja pitkäkestoisissa sähkökatkostilanteissa, normaali- ja poikkeusoloissa. Projektin pilotointi- ja testausvaiheessa, jota tämä hankinnan kuvaus tarkemmin koskee, toteutetaan vuosien 2025-2026 aikana yhden maakunnan alueella myymälä- ja polttoainejakelupisteistä em. verkosto, jonka kohteet varustetaan varavoimavalmiuksin. Tämän hankinnan tarkempi kuvaus on liitteessä 1. Kyseessä on lisäkohdehankinta myymäläverkoston osalta, aiemmin kohteita haettiin myymälä- ja polttoainejakeluverkostoon alkusyksystä 2025, ja valittujen osapuolten kanssa on edetty sopimusneuvotteluihin. Hankinnassa kyse on käyttöoikeussopimuksesta. Kohteiden määrä pilotointivaiheessa on suunniteltu olevan 10-15. Kohteiden valinnasta tarjouspyyntövaiheessa on tarkempi kuvaus liitteessä 1. Osallistumishakemuksessa kaikki kriteerit ovat vähimmäisvaatimuksia, joiden täyttyminen on edellytys edetä seuraavaan vaiheeseen. Osallistujan tulee huomioida nämä kriteerit, mm. pohjavesialuerajoitus. Vähimmäisvaatimukset täyttäville ehdokkaille lähetetään varsinainen tarjouspyyntö.
