Description

Einführung eines neuen Dokumentenmanagementsystems Im Laufe der Produkteinführung wird die Zahl der User und damit die Höhe der Lizenzgebühren sukzessive steigen: Im 1. Einführungsjahr (2026) werden 750 User angegliedert, im 2. Jahr sind es insgesamt 2.750 User. Eine Aufstellung der wachsenden Userzahlen ist unten abgebildet. Bis 2030 soll die Einführung der e-Akte zum Abschluss gebracht werden und das Produkt in der kompletten Stadtverwaltung im Einsatz sein, was ca. 6.000 Nutzungslizenzen entspricht. Diese Einschätzung orientiert sich an der aktuellen Zahl der PC-Arbeitsplätze in der Stadt, wobei berücksichtigt wurde, dass ein gewisser Anteil nicht an das e-Akten-System angeschlossen werden muss. Hinzu kommen Aufwendungen für Schulungen (10 Schulungstage), die Migration von Altdaten aus dem alten DMS in das neue Produkt (80 Personentage) sowie eine Reserve für Nachprogrammierungen, insbesondere von Schnittstellen zu in der Verwaltung eingesetzten Fachverfahren (100 Personentage). Zur Herbeiführung der Betriebsbereitschaft zählen: - Implementierung des Systems bis zur vollständigen Inbetriebnahme; - Übernahme der Transaktionsdaten; - inkl. Wartungen, Updates und Releases; Anfang 2026: Herbeiführung der Betriebsbereitschaft (Konfigurationen), Abrechnung als Pauschale 2026: Schulungen für Administratoren und Multiplikatoren (10 Schulungstage) 2026-2028: Migration Altdaten, ca. 80 Personentage 2026: 750 User 2027: 2.750 User 2028: 4.000 User 2029: 5.000 User 2030: 6.000 User 2031: 6.000 User 2032: 6.000 User 2033: 6.000 User 2034: 6.000 User 2035: 6.000 User
