Prin atribuirea prezentului contract se intentioneaza contractarea serviciilor de gestionare a levigatului de la Depozitul de deseuri Pata Rât inclusiv eliminarea acestuia. Autoritatea Contractantă/Beneficiarul nu impune o anumită tehnologie, metodă constructivă sau procedeu de tratare/eliminare pe amplasament. Ofertanții pot propune orice soluție tehnică (tratare in-situ cu instalații proprii, transport și eliminare în stații de epurare externe autorizate etc.), cu condiția ca aceasta să fie pe deplin legală și să garanteze eliminarea completă și sigură a volumelor de levigat intrate prin contor. Indicatori de Performanță Obligatorii (Cerințe de Rezultat) Indiferent de soluția aleasă, Ofertantul își asumă întreaga responsabilitate ca efluentul final (apa rezultată sau deversată) să se încadreze strict în limitele legale impuse de legislația de mediu din România: • În cazul deversării în emisari naturali (sol/râu): Parametrii calitativi ai apei evacuate trebuie să respecte integral Normativul NTPA-001. • Managementul deșeurilor secundare: Dacă tehnologia propusă generează subproduse concentrate sau nămoluri periculoase, Ofertantul este direct responsabil de colectarea, transportul și eliminarea finală a acestora la operatori autorizați, conform legislației privind regimul deșeurilor.Transportul de la locul colectării până la destinația finală, se va face cu respectarea strictă a normelor de igienă şi de securitate, în scopul protejării personalului şi a populației şi în conformitate cu prevederile H.G. nr. 1.061/2008 privind transportul deşeurilor periculoase şi nepericuloase pe teritoriul României. Orice operator economic are dreptul de a solicita clarificari sau informatii suplimentare, semnate cu semnatura electronica extinsa, numai prin intermediul SEAP, intr-un termen de cel mult 16 zile inainte de data limita de depunere a ofertelor. In masura in care solicitarile de clarificari sau informatii suplimentare au fost adresate in termenul prevazut anterior, raspunsurile autoritatii contractante vor fi publicate in SEAP cu 10 zile inainte de data limita de depunere a ofertelor.
