Achiziția lucrarilor "MODERNIZARE STAȚIE ELECTRICĂ DE TRANSFORMARE 110/20 kV BASARABI Vol. 1A - echipare electromecanică instalațiile înaltă tensiune” este necesara deoarece, stația electrică de transformare 110/20 kV Basarabi, aflată în gestiunea Regiunii Operaționale Dobrogea/ Mentenanță Înaltă Tensiune Dobrogea, zona Constanța, are an PIF 1969, și alimentează consumatorii casnici și industriali din zona municipiului Constanța și alte câteva localități din apropiere. În intervalul celor 57 ani de exploatare nu s-au realizat lucrări de modernizare în instalațiile IT (110 kV), toate echipamentele atât cele primare cât și cele secundare au durata de viață depășită, fiind uzate atât fizic cât și moral, motiv pentru care modernizarea stației electrice de transformare 110/20 kV este o necesitate. Aceste active necesită înlocuire, modernizare și extinderea capacității astfel încât să poată susține consumul energetic la normele de consum actuale și la standardele de calitate a serviciului, în special în ceea ce privește continuitatea serviciului și parametrii energiei livrate, impuse de ANRE. Operatorii economici interesați pot solicita clarificări sau informații suplimentare până cel târziu în a 20-a zi înainte de termenul-limită de depunere a solicitărilor de participare/ofertelor, iar Entitatea Contractanta va raspunde in mod clar si complet tuturor solicitarilor de clarificari adresate de operatorii economici până la termenul-limită stabilit - conform art. 29 alin. (3) din HG 394/2016. Entitatea contractantă își rezervă dreptul de a transmite două răspunsuri consolidate, în conformitate cu prevederile art. 172 alin. (2) și art. 173 alin. (1) din Legea nr. 99/2016, după cum urmează: - un prim răspuns consolidat, transmis cel tarziu în a 11-a zi înainte de data-limită inițială de depunere a ofertelor; - un al doilea răspuns consolidat, transmis cel tarziu în a 11-a zi înainte de data-limită modificată de depunere a ofertelor, în situația în care termenul de depunere a ofertelor este prelungit, în condițiile art. 163 din Legea nr. 99/2016. Stația electrică de transformare 110/20 kV Basarabi, aflată în gestiunea Regiunii Operaționale Dobrogea/ Mentenanță Înaltă Tensiune Dobrogea, zona Constanța, are an PIF 1969, și alimentează consumatorii casnici și industriali din zona municipiului Constanța și alte câteva localități din apropiere. Stația de transformare se află poziționată în extravilanul orașului Murfatlar, și are o importanță deosebită în realizarea conexiunii dintre diferite stații, fiind un nod important în rețeaua de distribuție. Aceasta alimentează 10.419 clienți joasă tensiune, 27 clienți medie tensiune din zonele Municipiului Constanța și alte localități din apropiere și asigură distribuția producătorilor de înaltă tensiune existenți pe LEA 110 kV Cobadin Nord -27,5 MW, Cobadin - 130 MW, Băltăgești - 50 MW, CET Constanța, CET Midia Năvodari, precum și a unui număr considerabil de producători de energie regenerabilă aflați în diferite etape ale racordării la SEN, fiind cea mai mare stație electrică de transformare din regiunea Dobrogea la interfața cu SEN. În intervalul celor 57 ani de exploatare nu s-au realizat lucrări de modernizare în instalațiile IT (110 kV), toate echipamentele atât cele primare cât și cele secundare au durata de viață depășită, fiind uzate atât fizic cât și moral, motiv pentru care modernizarea stației electrice de transformare 110/20 kV este o necesitate. Instalațiile și echipamentele electrice aflate încă în funcție sunt proiectate în baza unor normative de proiectare depășite de standardele de calitate în vigoare, astfel instalațiile electrice aflate în funcție nu pot atinge aceste standarde determinând pierderi economice utilizatorilor racordați la bara IT a stației electrice de transformare dar și gestionarului, cuantificate din nerespectarea indicilor de calitate SAIDI și SAIFI precum și a pierderilor tehnologice (CPT). Având în vedere vechimea echipamentelor din instalațiile înaltă tensiune aflate în funcție costurile pentru mentenanța acestor echipamente este mare, conform înregistrărilor din ultimii 3 ani acestea sunt în medie de 267.248,32 lei Aceste active necesită înlocuire, modernizare și extinderea capacității astfel încât să poată susține consumul energetic la normele de consum actuale și la standardele de calitate a serviciului, în special în ceea ce privește continuitatea serviciului și parametrii energiei livrate, impuse de ANRE. Ținând cont de starea tehnică a echipamentelor care a depășit durata normală de funcționare cu mult față de duratele indicate în reglementările în vigoare și cele recomandate de producători, faptul că nu mai sunt disponibile piese de schimb pentru aceste echipamente, faptul că există un risc de afectare al unui număr important de utilizatori în cazul unor incidente în aceste instalații așa cum reiese din incidentele înregistrate în perioada 2017-2023, retehnologizarea stației electrice de transformare 110/20 kV Basarabi este o oportunitate pentru Operatorul de Distribuție. Amplasamentul Stația de transformare se află poziționată în extravilanul orașului Murfatlar Investitorul urmărește contractarea serviciului de inginere și a serviciului de execuție lucrări pentru întreaga instalație Înaltă Tensiune - echipare electromecanica, din stația electrică Basarabi.
