La société TELT, entité adjudicatrice, est le promoteur public en charge des travaux de réalisation et de l'exploitation de la section transfrontalière du projet de nouvelle liaison ferroviaire Lyon-Turin. Le présent marché public, qui relève du chantier opérationnel 9c (CO9c), constitue un marché global de performance au sens de l’article L.2171-3 du Code de la commande publique, ayant pour objet la construction puis la maintenance de la gare ferroviaire internationale de Saint-Jean-de-Maurienne et de ses abords. Cette gare sera le point de connexion côté France entre la ligne ferroviaire existante et la section transfrontalière de la nouvelle ligne Lyon-Turin dont la mise en service est prévue fin 2033. La gare internationale de Saint-Jean-de-Maurienne aura une surface d'environ 3 700 m² et sera classée ERP 2ème catégorie type GA. Les travaux et prestations à réaliser par le titulaire du présent marché sont principalement les suivants : • études d'exécution (qui devront être réalisées en BIM) ; • missions OPC et QSE ; • travaux de bâtiment : fondations, gros œuvre, second œuvre ; • travaux relatifs aux abords : assainissement, terrassement, VRD (sur trois voiries adjacentes), parkings, parvis de la gare, aménagements paysagers ; • infrastructure de la ligne nouvelle : génie civil, écrans acoustiques ; • mobilier et signalétique ; • surveillance et maintenance courante (niveau N4) des ouvrages, équipements et systèmes réalisés par le titulaire du présent marché (hors gare routière, parkings et voiries adjacentes) pendant une durée maximum de 8 ans. Les principaux systèmes objet de la maintenance sont les suivants : électricité, chauffage, climatisation, plomberie, ascenseurs, équipements de sécurité, équipements de sûreté, systèmes photovoltaïques. Les activités de maintenance comprennent notamment le suivi et la complétude du DUEM, la réalisation d’un plan de maintenance, la proposition d’un plan pluriannuel d’investissement, le suivi des performances des systèmes et l’analyse des données récoltées. Le titulaire du présent marché sera amené à travailler avec de nombreuses parties prenantes extérieures, à savoir les gestionnaires d'infrastructure (TELT, SNCF Réseau, collectivités locales), les transporteurs (région Auvergne-Rhône-Alpes, SNCF, Trenitalia), les concessionnaires réseaux, les partenaires commerciaux présents dans le bâtiment voyageurs (magasins, espaces publicitaires), et autres organismes (administrations impliquées dans la délivrance d'autorisations, police aux frontières, etc.). La durée prévisionnelle des travaux et prestations est la suivante : • travaux : de début 2028 à mi-2032 (les travaux seront exécutés en deux phases : avant et après la date de mise en service de la gare, prévue au printemps 2030) ; • maintenance : 5 ans à partir de la mise en service de la gare (tranche ferme) + 3 ans (tranche optionnelle).
