Description

Gegenstand des vorliegenden Verfahrens ist die Vergabe eines Auftrags über die Bereitstellung einer Software zur Unterstützung der Fallbearbeitung in der Global Comply im Wege von SaaS. Einzelheiten ergeben sich aus den beigefügten vertraglichen Unterlagen und insbesondere aus der Anlage "Leistungsbeschreibung". Mindestvertragslaufzeit 24 Monate; Gesamte Vertragsdauer 120 Monate 1 Eigenschaften der Software 1.1 Grundsätzliches Der Auftragnehmer ist verpflichtet, eine Software bereitzustellen, die Forschungsanträge auf Basis vor-gegebener rechtlicher Grundlagen (zunächst Global Comply und Nagoya-Protokoll) anhand eines Fragen-katalogs erfasst, bewertet und dokumentiert/archiviert. Die Software muss um weitere inhaltliche Bereiche (Fragen) bzw. Compliance-Module erweiterbar sein. Dabei muss die Software die*den Antragstellenden in Interviewform durch eine intelligente Fragestruktur leiten, anhand der Bewertung des Vorhabens mögliche Prüfbedarfe identifizieren und bei Bedarf den Vorgang an die für eine weitergehende Prüfung zuständige Organisationseinheit weiterleiten. Der o.g. Fragenkatalog wird durch den Auftraggeber zur Verfügung gestellt. Die Software muss zudem Informationsmaterialien zu den o.g. rechtlichen Grundlagen bereitstellen und ein Prüf- und Ergebnisprotokoll generieren, welches z. B. bei Außenwirtschaftsprüfungen vorgehalten werden kann. Beispiel eines umzusetzenden Anwendungsfalls für den Einsatz der Software: Ein Forschender meldet über die Software ein Forschungsprojekt/Vorhaben an und erhält eine Vorgangs-nummer. Daten von am Forschungsprojekt beteiligten Personen, Partnerländern und eine Projektbe-schreibung werden durch den Forschenden eingegeben. Mittels weiterführender Fragen wird festgestellt, ob ein Embargoland beteiligt ist. Anhand der Eingaben des Forschenden erkennt die Software, welche Organisationseinheit innerhalb der Universität einen Prüfauftrag hat. Manuell notwendige Prüfschritte wer-den in bzw. mit der Software dokumentiert. Der Antragstellende erhält eine Rückmeldung (z. B. Freigabe, Info zur weiteren Prüfung o. ä.). Eine spätere Öffnung des Vorgangs, z. B. zur Ergänzung neuer Projekt-partner*innen, ist machbar und ermöglicht eine chronologische Nachvollziehbarkeit des Prüfvorgangs. Der o.g. Fragenkatalog wird durch den Auftraggeber zur Verfügung gestellt.
