Die Bundesanstalt für Immobilienaufgaben (BImA) plant die umfassende Sanierung und Erweiterung des Berufsbildungszentrums (BBiZ) in Kleinmachnow. Das Areal am Stahnsdorfer Damm umfasst rund 42.500 m² und beherbergt seit Jahrzehnten zentrale Ausbildungsstätten der Generaldirektion Wasserstraßen und Schifffahrt. Aufgrund des hohen Sanierungsbedarfs der Bestandsgebäude und der veränderten Anforderungen an Ausbildung, Betrieb und Nachhaltigkeit wurde eine Machbarkeitsstudie durchgeführt, die das Areal nach Sanierung und Neubebauung als idealen Standort bestätigt hat. Die Projektziele umfassen die nachhaltige und denkmalgerechte Sanierung der Bestandsgebäude, die Umsetzung des vom Bundesministerium der Finanzen gebilligten Raumbedarfs sowie die Errichtung moderner Neubauten. Dabei wird besonderer Wert auf eine hochwertige Architektur, zukunftsorientierte Ausbildungsstandards, Barrierefreiheit und Energieeffizienz gelegt. Für Neu- und Bestandsgebäude ist eine BNB-Silber-Zertifizierung vorgesehen, auch die Außenanlagen sollen entsprechend nachhaltig gestaltet werden. Zudem ist die Einbindung denkmalpflegerischer Vorgaben ebenso notwendig wie die Berücksichtigung hoher Anforderungen an Klimaneutralität und Ressourcenschonung. Das Projektvolumen beläuft sich auf ein vorläufiges Kostenziel von rund 135 Mio. € inklusive Baukostensteigerungen und Risikopositionen. Die Bauzeit ist für den Zeitraum von Ende 2028 bis Herbst 2032 vorgesehen, wobei während der Bauphase der Weiterbetrieb des BBiZ gewährleistet bleiben muss. Ein europa-weites ÖPP-Vergabeverfahren mit vorgeschaltetem Teilnahmewettbewerb ist zwischen 2027 und 2028 geplant. Zur Umsetzung sind umfangreiche vorbereitende Maßnahmen erforderlich, darunter Baugrund- und Altlastenuntersuchungen, die Abstimmung mit dem laufenden Bebauungsplanverfahren KLM-BP-045b, die Integration von Barrierefreiheit, Nachhaltigkeit sowie Kunst-am-Bau-Aspekte. Die Etappierung des Bauablaufs ist so geplant, dass die Ausbildung kontinuierlich fortgeführt werden kann, während sukzessive Bestandsgebäude saniert und Neubauten errichtet werden. Mit der Realisierung soll ein modernes, funktionales und nachhaltiges Bildungszentrum entstehen, das den aktuellen und zukünftigen Anforderungen der Bundeswasserstraßenverwaltung gerecht wird und zu-gleich die baukulturelle Bedeutung des historischen Standorts wahrt. Der Projektverlauf ist inhaltlich in die zwei Stufen (1. Einarbeitung und FPU, 2. Vergabeverfahren) strukturiert. Alle Stufen sollen durch die hier ausgeschriebene Leistung der technischen Beratung begleitet werden. Dabei wird, insbesondere in der Zusammenarbeit mit der PD als Auftraggeberin, mit der BImA als Bauherrin und mit dem WSV als Nutzer, eine partnerschaftliche Zusammenarbeit angestrebt. Im Mittel-punkt dieser Zusammenarbeit steht dabei die Umsetzung der übergeordneten Projektziele. Die Stufen werden jeweils einzeln durch die PD in Abstimmung mit der Bauherrin abgerufen. Es wird vorausgesetzt, dass im Angebot sämtliche Aufgaben enthalten sind, die zur Erreichung der beschriebenen Arbeitsergebnisse je Stufe erforderlich sind.
