Description

Hankinnan kohteena ovat tilaajan muutosturvavelvoitteiden toteuttamista tukevat valmennuspalvelut irtisanotuille työntekijöille. Hankinnan tavoitteena on varmistaa, että tilaaja pystyy tarjoamaan muutostilanteissa nopeasti ja laadukkaasti työntekijöiden työllistymistä tukevia palveluja. Hankinnan osa-alueet ovat: Osa-alue 1. Yksilövalmennus Osa-alue 2. Ryhmävalmennus Osa-alue 3. Esihenkilöille suunnattu muutostukivalmennus Hankinnan tarkempi sisältö, palvelulle asetetut vaatimukset sekä palvelun toteuttamista koskevat ehdot on kuvattu tarjouspyynnön liitteenä 1 olevassa palvelukuvauksessa. Palvelukuvauksessa esitetyt vaatimukset ovat vähimmäisvaatimuksia, joiden tulee täyttyä koko sopimuskauden ajan, ellei tarjouspyynnössä tai sen liitteissä ole nimenomaisesti toisin todettu. Tarjouksen tulee vastata palvelukuvausta kaikilta osin. Hankinta toteutetaan puitejärjestelynä, jossa kuhunkin osa-alueeseen valitaan viisi (5) palveluntuottajaa, mikäli soveltuvat vaatimukset täyttäviä ja tarjouspyynnön mukaisia tarjouksia saadaan vähintään viisi (5). Muussa tapauksessa valitaan kaikki hyväksyttävän tarjouksen jättäneet tarjoajat. Tarjoaja voi tehdä tarjouksen yhteen, useampaan tai kaikkiin osa-alueisiin. Palveluntuottajat asetetaan osa-alueittain etusijajärjestykseen. Toimeksiannot tehdään lähtökohtaisesti etusijajärjestyksessä ensimmäiselle palveluntuottajalle. Tilaajalla on kuitenkin oikeus siirtyä etusijajärjestyksessä seuraavaan palveluntuottajaan, mikäli etusijajärjestyksessä ylempänä oleva palveluntuottaja: - ei pysty toteuttamaan toimeksiantoa tilaajan edellyttämässä aikataulussa; - ei pysty osoittamaan toimeksiannon edellyttämää henkilöstöresurssia tai muuta toimeksiannon toteuttamisen kannalta välttämätöntä kapasiteettia; - ilmoittaa, ettei ota toimeksiantoa vastaan; - ei tarjoa toimeksiannon toteuttamisen kannalta vaadittavaa erityisosaamista, esim. kielitaitoa; - palveluntuottajan toiminnassa on havaittu toistuvia, dokumentoituja laatu- tai sopimuspoikkeamia, eikä palveluntuottaja ole toteuttanut riittäviä korjaavia toimenpiteitä tilaajan kirjallisesta huomautuksesta huolimatta tai - kyseessä on tarjouspyynnössä tarkoitettu optiopalvelu, jonka toteuttamiseksi toisella puitejärjestelyyn valitulla palveluntuottajalla on toimeksiannon kannalta paremmin soveltuva osaaminen tai toteutusvalmius. Etusijajärjestyksestä poikkeaminen koskee ainoastaan kyseistä toimeksiantoa eikä muuta palveluntuottajien keskinäistä etusijajärjestystä. Puitejärjestely ei sisällä määräostovelvoitetta eikä takaa palveluntuottajalle tiettyä toimeksiantojen määrää. Tilaaja päättää tapauskohtaisesti, toteutetaanko valmennus lähi- vai etämuotoisena. Optio: Muut muutosturvaan liittyvät palvelut Hankintayksikkö varaa oikeuden hankkia sopimuskauden aikana tämän hankinnan kohteeseen liittyviä muutosturvaa, työllistymistä, urasiirtymiä ja organisaatiomuutosten hallintaa tukevia valmennus-, asiantuntija- ja tukipalveluja. Tilaaja päättää optiopalveluiden käytöstä tapauskohtaisesti. Optiopalvelut hankitaan puitejärjestelyyn valituilta palveluntuottajilta sopimuksen mukaisin ehdoin. Optiopalvelun tarkempi sisältö, laajuus, toteutustapa ja tilattava määrä määritellään tilauskohtaisesti. Valmennuksen sisältö ja vaatimukset on kuvattu palvelukuvauksella liite 1.
