Description

Fintraffic Meriliikenteenohjaus Oy (jäljempänä Hankintayksikkö tai Fintraffic) on perustamassa puitejärjestelyä D/S POLO (Port Activity) palvelun jatkokehitys- ja ylläpitopalveluille. Asiantuntijapalveluiden kohteena oleva D/S POLO on SaaS-mallilla (Software as a Service) toimiva pilvipohjainen merilogistiikan toimijoiden tilannekuva- ja toiminnanohjausjärjestelmä. Palvelun ensisijaisena tehtävänä on esittää alus- ja aikatietoja kootusti, mutta se sisältää myös useita operatiivisia toiminnallisuuksia satamille ja muille merenkulun toimijoille. Puitejärjestelyn kesto on neljä (4) vuotta ja siihen valitaan enintään viisi (5) toimittajaa. Puitejärjestelyyn voidaan valita vähemmän kuin viisi (5) toimittajaa ainoastaan, jos soveltuvuusvaatimukset täyttäviä tarjoajia on vähemmän kuin viisi (5). Puitejärjestelyn sisäiset hankinnat tehdään tarjouspyynnön liitteenä B olevassa puitesopimusmallissa tarkemmin kuvatun toimintamallin mukaisesti. Puitejärjestelyn kautta tehtävien hankintojen vuosittaiseksi kokonaisarvoksi arvioidaan noin 1 000 000 euroa. Sopimus ei kuitenkaan sisällä määräostovelvoitteita, vaan tarjouspyyntöasiakirjoissa esitettävät lukumäärätiedot ovat Hankintayksikköä sitomattomia arvioita. Hankintaa on kuvattu tarkemmin tarjouspyynnön liitteessä 1 Hankinnan kohteen kuvaus sekä muissa hankinta-asiakirjoissa.
