Loviisan kaupunki pyytää tarjousta Svartholman palvelukokonaisuudesta käyttöoikeussopimuksen perustella. Svartholma on historiallinen merilinnoitus, joka sijaitsee Svartholm-saarella noin 10 kilometrin päässä Loviisan keskustasta. Merkittävä kulttuurihistoriallinen linnoitus on rakennettu 1700-luvulla osaksi Suomenlahden puolustusjärjestelmää. Saari ja sen historiallinen linnoitus on suosittu matkailukohde. Käyttöoikeuden kohteena on Svartholmassa tuotettava kahvila-ravintolapalveluiden tarjoaminen osana sopimuksen mukaista palvelukokonaisuutta, johon sisältyy kahvila- ja ravintolapalveluiden lisäksi Svartholman alueen markkinointia ja yhteiskehittämistä sekä museo- ja näyttelytilan huolenpitoa. Vuokrasopimus koskee Svartholmassa sijaitsevaa kahvila-ravintolarakennusta terasseineen. Käyttöoikeussopimus tehdään neljäksi (4) vuodeksi, lisäksi sopimuksessa on optio yhdelle (1) vuodelle. Ensimmäinen toimintakausi on 1.5.2027 - 30.9.2027 ja viimeinen ennen optiota on 1.5.2030 - 30.9.2030. Optio koskee kautta 1.5.2031-30.9.2031. Loviisan kaupunki tavoittelee Svartholman kahvila-ravintolatoiminnan käyttöoikeussopimuksella kokonaisvaltaisesti laadukasta palvelukokemusta, joka tukee saaren vetovoimaa matkailukohteena, saaristoliikenteen solmukohtana ja kulttuurihistoriallisena ympäristönä. Tavoitteena on, että Palveluntuottajan toiminta tukee alueen elävöittämistä, palvelee vierasvenesataman asiakkaita, osallistuu saariston tapahtumiin ja toimii yhteistyössä Loviisan kaupungin, Metsähallituksen, Museoviraston, Visit Kotka-Hamina / yhteistyökumppani, joka tällä hetkellä Cursor Oy ja saariliikennöitsijän kanssa. Kahvila-ravintolan toiminta on kausiluonteista ajoittuen ajalle 1.5.-30.9. Kahvila-ravintolan palvelukonseptin tulee tarjota laadukkaita, vetovoimaisia ja kohteen brändiä tukevia palveluja, jotka sijoittuvat tasoltaan bistrotyyppiseen, laadukkaaseen, mutta helposti lähestyttävään konseptiin. Tavoitteena on kokonaisuus, joka tarjoaa laadukasta, kohtuuhintaista ja maistuvaa ruokaa sekä juomaa ainutlaatuisessa ympäristössä eri kävijäryhmien tarpeet huomioiden. Kokonaisuudessaan palvelukokonaisuus tukee saaren identiteettiä ja vahvistettavaa brändiä. Hankinnan kohteen tarkempi kuvaus on tarjouspyynnön liitteenä (Hankinnan kohteen kuvaus, liite 1). Hankinnasta tehdään kirjallinen sopimus yhden palveluntuottajan kanssa.
