Description

Hankinnan kohteena ovat Loviisan kaupungin rakentamisen ja kunnossapidon tarpeisiin hankittavat kiviainekset tarjouspyynnön ja sen liitteiden mukaisesti. Kiviaineksia käytetään kunnallisteknisessä rakentamisessa ja kunnossapidossa. Kiviaineksia voidaan hankkia joko noudettuna tai toimitettuna työkohteeseen. Toimitettavat ja noudettavat kiviainekset tilataan pääsääntöisesti täysinä kasettikuormina. Tilaajalla on perustellusta tarpeesta oikeus poiketa tästä ja tilata myös pienempiä eriä. Hankinnassa perustetaan puitejärjestely, johon valitaan molempiin osa-alueisiin viisi (5) toimittajaa. Tarjousten valintaperusteena on kokonaistaloudellinen edullisuus, jonka perusteena käytetään halvinta hintaa. Osa-alueiden kokonaistaloudellisen edullisuuden vertailuperusteet on kuvattu jäljempänä. Tilaaja ei sitoudu sopimuskauden aikana kiinteisiin hankintamääriin, vaan kiviaineksia hankitaan todellista tarvetta vastaavasti. Sopimuskauden arvioitu aloitusajankohta on 1.1.2027. Varsinainen sopimuskausi on kaksi (2) vuotta sopimuksen allekirjoittamisesta ja hankinta sisältää lisäksi kaksi (2) yhden (1) vuoden mittaista optiokautta, joiden käyttöönotosta päätetään vuosi kerrallaan. Hankinta sisältää kaksi kokonaisuutta, joihin pyydetään yksikköhinnat tarjouspyynnön mukaisesti. Osatarjoukset hyväksytään. Tarjoaja voi tarjota molempiin osa-alueisiin tai vain toiseen. Osa-alue 1: Kiviainekset noudettuna sisältäen kuormauksen. Tarjoaja voi jättää tarjouksen yhdestä tai useammasta kiviaineslajikkeesta. Osa-alue 2: Kiviainekset toimitettuna. Tarjoaja voi jättää tarjouksen yhdestä tai useammasta kiviaineslajikkeesta. Kokonaistaloudellisen edullisuuden vertailu tehdään osa-alueittain seuraavasti: Osa-alue 1: Kunkin kiviaineslajikkeen tilaukset tehdään puitejärjestelyyn hyväksytyiltä Toimittajilta tilauskohtaisen kokonaistaloudellisen edullisuuden perusteella. Tilauskohtainen kokonaistaloudellinen edullisuus määräytyy Toimittajan tarjoaman kiviaineksen yksikköhinnan sekä noutopisteen ja työkohteen välisestä etäisyydestä laskettavan teoreettisen kuljetuskustannuksen perusteella. Tilaaja laskee tilausvaiheessa vertailuhinnan tarjouspyynnössä ja sopimuksessa määritellyn laskentakaavan mukaisesti. Työkohteen sijainti vaikuttaa siten tilauskohtaisesti siihen, keneltä Toimittajalta kiviaines tilataan. Tarjouspyynnössä ja sopimusluonnoksessa on määritelty tarkemmin ohjeet, sekä kaava vertailuhinnan laskemiseen. Osa-alue 2: Tarjoajat asetetaan kunkin kiviaineslajikkeen osalta etusijajärjestykseen tarjoushintojen perusteella siten, että ensimmäiseksi sijoittuu halvimman hyväksyttävän tarjouksen tehnyt tarjoaja. Kiviainekset tilataan ensisijaisesti etusijajärjestyksessä ensimmäiseksi sijoittuneelta Toimittajalta. Tarjoajien tulee ilmoittaa kunkin kiviaineslajikkeen toimitushinnat tarjouspyynnön liitteenä olevaan Excel-tiedostoon. Hinnat ilmoitetaan yhdeksälle (9) toimitusalueelle kiviaineslajikkeittain. Täytetty Excel-tiedosto tulee liittää tarjoukseen. Hankinnan kohde on määritelty tarkemmin tässä tarjouspyynnössä ja sen liitteissä.
