Tuomi Logistiikka Oy pyytää Pirkanmaan hyvinvointialueen (tilaaja) toimeksiannosta tarjouksia kehittämisen salkkukokonaisuusratkaisusta. Hankinnan kohteena on kehittämisen salkkukokonaisuusratkaisu, joka toimii tilaajaorganisaation keskeisenä työkaluna projektien, projektisalkkujen sekä strategiasalkun hallintaan, seurantaan ja ohjaukseen. Järjestelmän tulee tukea projektien koko elinkaarta ideoinnista, priorisoinnista, resursoinnista ja päätöksenteosta toteutukseen, seurantaan ja raportointiin. Ratkaisun tulee sisältää vähintään seuraavat hallintakokonaisuudet: - projektisalkku sekä - strategiasalkku, jonka avulla strategian toimeenpanoa ja siihen liittyviä projekteja voidaan hallita yhtenäisenä kokonaisuutena. Hankinta toteutetaan SaaS-pohjaisena ohjelmistopalveluna (Järjestelmä). Järjestelmän avulla hallitaan muun muassa projektien perustietoja, aikatauluja, resursointia, talous- ja rahoitustietoja, hyväksyntäprosesseja sekä projektien, projektisalkkujen ja strategiasalkun tilannekuvaa johdon ja muiden sidosryhmien käyttöön. Järjestelmän tulee tukea sekä operatiivista projektinhallintaa että salkku- ja johtamistason päätöksentekoa, mukaan lukien raportointi, analytiikka ja visuaaliset koontinäkymät. Hankintaan sisältyvät Järjestelmä sekä sen käyttöoikeudet, tarvittavat käyttöönotto- ja konfigurointipalvelut sekä sopimuskauden aikaiset ylläpito- ja tukipalvelut hankinta-asiakirjoissa tarkemmin kuvatulla tavalla. Mahdolliset lisä- ja asiantuntijapalvelut, integraatiot ja jatkokehitys toteutetaan tarjouspyynnön ja sopimuksen ehtojen mukaisesti. Ratkaisun tulee olla käyttäjälähtöinen, ja sen toiminnallisuuksien tulee olla helposti ja intuitiivisesti omaksuttavissa. Ratkaisun tulee olla konfiguroitavissa tilaajan tarpeisiin, ja tilaajan pääkäyttäjillä tulee olla mahdollisuus ylläpitää ja kehittää järjestelmää sen tarjoamien hallintatyökalujen avulla mahdollisimman laajasti. Ratkaisun tulee sisältää monipuoliset raportointi- ja tulostustoiminnallisuudet sekä tukea tiedon esittämistä erilaisissa koontinäkymissä. Tarkempi kuvaus hankinnan sisällöstä ja vaatimuksista on esitetty tarjouspyynnön liitteissä. Sopimus solmitaan toistaiseksi voimassa olevana. Hankinnan ennakoitu kokonaisarvo on arviolta 222 000 euroa neljän (4) vuoden ajanjaksolta laskettuna. Arvo on arvio eikä sido tilaajaa. Hankintaa ei ole jaettu osiin, koska hankinnan kohteena oleva kokonaisuus muodostaa toiminnallisesti ja teknisesti yhtenäisen palvelukokonaisuuden, jota ei ole tarkoituksenmukaista jakaa pienempiin osiin.
