Hankinnan kohteena on ajoneuvojen käytön seurantaan sekä kalustonhallintaan tarkoitettu tietojärjestelmäkokonaisuus (jäljempänä ”Järjestelmä”) sekä tarvittavat paikannuslaitteet Pohjois-Karjalan hyvinvointialueelle ja Etelä-Savon hyvinvointialueelle. Tarkoituksena on hankkia valmisratkaisuna modulaarinen, helppokäyttöinen ja tietoturvallinen kokonaisratkaisu, joka täyttää tietosuoja- ja muun lainsäädännön vaatimukset. Järjestelmä sisältää sekä sovelluksen että tarvittavat paikannuslaitteistot. Järjestelmällä tulee pystyä seuraamaan ajoneuvojen sijaintia ja käyttöä reaaliaikaisesti, tuottamaan sähköinen ajopäiväkirja Verohallinnon vaatimusten mukaisesti sekä hallinnoimaan organisaation kalustoa keskitetysti. Tavoitteena on parantaa ajotietojen hallittavuutta ja käytettävyyttä koko organisaation tasolla. Järjestelmä kerää ja analysoi ajodataa sekä tuottaa raportteja johtamisen ja päätöksenteon tueksi. Järjestelmä tuottaa reaaliaikaista tietoa ajoneuvojen käytöstä ja muodostaa selkeän kokonaiskuvan, joka parantaa työturvallisuutta ja mahdollistaa ajoneuvojen käytön tehostamisen. Järjestelmä korvaa nykyiset paperiset ajopäiväkirjat sekä Excel-taulukoissa ylläpidettävät ajoneuvojen perustiedot. Se yhdistää ajoneuvon paikannustiedot kuljettajan tunnistamiseen ja mahdollistaa sähköisen ajopäiväkirjan automaattisen ylläpidon. Järjestelmän tulee tukea moderneja liittymärajapintoja, joiden kautta voidaan vastaanottaa tietoja muista järjestelmistä ja siirtää tietoja muihin järjestelmiin. Hankittava järjestelmä- ja palvelukokonaisuus sekä toimitus- ja käyttöönottoprojekti toteutetaan kummallekin Tilaajalle erikseen. Kummankin Tilaajan ja Toimittajan välillä tehdään oma Toimitussopimus ja Palvelusopimus. Sopimuskausi on määräaikainen 60 kuukautta ja jatkuu sen jälkeen toistaiseksi voimassa olevana. Kyseessä on kahden itsenäisen tilaajan yhteishankinta. Hankinnan toteuttaminen edellyttää, että tilaajalla on käytettävissään siihen tarvittavat määrärahat. Mikäli hankinnan kohteen tarjoushinta ylittää tilaajakohtaisen sille varatun määrärahan, hankintaa ei näiltä osin toteuteta.
