Denumirea contractului: Servicii de asistență tehnica - dirigenție de șantier și Supervizare pentru obiectivul de investiții Proiectare si execuție ‘‘MODERNIZARE STRAZI - STRADA NARCISELOR, UAT - Mun.Brașov‘‘ Scopul achiziției îl reprezintă prestarea de servicii generale de dirigentie de santier în vederea asigurării unui proiect si a lucrarilor de înaltă calitate (inclusiv serviciile de urmărire a lucrărilor pe parcursul perioadei de notificare a defectiunilor), în vederea urmăririi corectei utilizări a fondurilor disponibile și pentru a se asigura că, Antreprenorul/Constructorul executa lucrările în conformitate cu obligațiile contractuale, în special în ceea ce privește durata, cantitatea, calitatea și costul lucrărilor Prestatorul va avea rolul și atribuțiile Dirigintelui de Șantier, conform legislației în domeniu (Ordin 1496/2011, Legea 10/1995 ), a prezentului caiet de sarcini și HOTĂRÂREA HG Nr. 1/2018 din 10 ianuarie 2018 pentru aprobarea condiţiilor generale şi specifice pentru anumite categorii de contracte de achiziţie aferente obiectivelor de investiţii finanţate din fonduri publice, rezultând astfel toate obligațiile aferente supervizolului conform prevederilor actului normativ. In concluzie, Supervizorul va verifica pe lângă situațiile lunare de lucrări inclusiv ajustările aferente contractului de lucrări, la fiecare situație de lucrări, ori de câte ori este nevoie. De asemenea, se constituie într-un obiectiv esențial al Prestatorului preîntâmpinarea și evitarea oricăror nereguli în executarea lucrărilor. De asemenea, obligatiile Supervizorului vor fi indeplinite si pe perioada realizarii documentatiilor de proiectare, conform prevederilor HG 1/2018 Descrierea activităților se regasesc in în Caietul de sarcini. Achiziția este necesară pentru asigurarea serviciilor de supervizare a execuției lucrărilor aferente obiectivului de investiții Proiectare si execuție ‘‘MODERNIZARE STRAZI - STRADA NARCISELOR, UAT - Mun.Brașov‘‘, în vederea implementării corespunzătoare a contractului de proiectare și execuție, cu respectarea cerințelor legale, tehnice și de calitate aplicabile investiției. Prestarea serviciilor de asistenta tehnica va avea 2 componente: • Dirigentie de santier si • Supervizare • In cadrul Serviciilor de dirigentie de santier, ca reprezentant al investitorului, contribuie la aprobarea documentatiilor de proiectare si realizarea lucrărilor de construcţii şi a instalaţiilor aferente acestora, cu respectarea cerinţelor de calitate şi încadrarea în termenele şi valorile stabilite în contractul de execuţie şi îşi exercită atribuţiile în perioadele de: - pregătire execuţie lucrări; - executare de lucrări; - recepţia la terminarea lucrărilor; - după recepţia la terminarea lucrărilor până la recepţia finală; De asemenea, prestatorul va asigura următoarele servicii: - aprobarea materialelor, a echipamentului, a tehnologiilor şi a manoperei, în calitate de reprezentant al beneficiarului si locul de depozitare a acestora - administrarea corespunzătoare a contractului de lucrări în conformitate cu condiţiile prevăzute în acesta; - administrarea financiară şi gestionarea lucrărilor (analiza economico-financiară pe toată durata derulării lucrărilor şi încadrarea strictă în valoarea contractată); - asigurarea înregistrării corecte şi urmărirea progresului lucrărilor; - planificarea ordonată a lucrărilor pentru finalizarea la termen a acestora; - întocmirea rapoartelor pentru fiecare activitate; • Supervizare Se realizeaza in urmatoarele perioade: - proiectare - pregătire execuţie lucrări; - executare de lucrări; - recepţia la terminarea lucrărilor; - după recepţia la terminarea lucrărilor până la recepţia finală; Conform Clauza 5 din acordul contractual.
