Obiectul achiziției constă în semnarea unui Acord-cadru care stabilește termenii, condițiile, precum și cadrul legal, financiar, tehnic și administrativ pentru derularea contractelor subsecvente, în vederea asigurării de către Ofertanți, în condiții de siguranță, operativitate și eficiență financiară, a execuției lucrărilor necesare. Obiectivul general și scopul lucrărilor reprezintă asigurarea unui trafic rutier și pietonal sigur și civilizat în Municipiul București, concomitent cu modernizarea sistemului de iluminat public și reabilitarea mobilierului urban. Operatorul economic va trebui să asigure infrastructuri funcționale, de bună calitate, în conformitate cu standardele actuale. La final, Operatorul economic va prezenta planuri, schițe și detalii post-execuție reprezentative, elocvente, vizate de proiectant și consultant, întocmite astfel încât să permită o identificare simplă în teren și o măsurare exactă a cantităților de lucrări în vederea decontării corecte. Decontarea se face pe baza cantităților real executate, măsurate în teren și confirmate de dirigintele de șantier. NOTA : Potrivit prevederilor art. 160 din Legea nr. 98/2016, cu modificarile si completarile ulterioare, autoritatea contractanta stabileste 1 termen - limita in care va asigura raspunsul clar si complet la solicitarile de clarificare/informatii suplimentare ale ofertantilor astfel: Numărul de zile până la care se pot solicita clarificări înainte de data limită de depunere a ofertelor/candidaturilor este 18 zile. Autoritatea contractantă va răspunde în mod clar și complet tuturor solicitărilor de clarificare/informațiilor suplimentare în a 11 zi înainte de data limită de depunere a ofertelor Cantitățile minime și maxime estimate pe durata acordului-cadru, respectiv cantitățile minime și maxime care ar putea face obiectul unui singur contract subsecvent se găsesc în caietul de sarcini. Se vor încheia contracte subsecvente de execuție pe parcursul perioadei de valabilitate a Acordului cadru, în limita bugetului aprobat în cadrul autorității contractante. Frecvența și valoarea contractelor ce urmează să fie atribuite: ): a) Estimativ, 1-4 contracte subsecvente pe an, minimum 1 contract subsecvent/trimestru, în funcție de necesități și de bugetul aprobat; durata unui contract subsecvent: între 3 și 12 luni. Acordul-cadru se va încheia cu maximum 10 operatori economici, iar contractele subsecvente se vor atribui CU reluarea competiției între operatorii economici semnatari ai acordului-cadru, în condițiile art. 118 alin. (1) lit. b) și ale art. 119 din Legea nr. 98/2016; elementul reofertat este prețul, noile prețuri unitare neputând depăși prețurile unitare din propunerile financiare depuse la încheierea acordului-cadru. Mențiune introdusă în această secțiune pentru a fi preluată la nivelul anunțului de participare, conform art. 20 alin. (8) din H.G. nr. 395/2016.
