REFOPLAN 2026: „Umsetzung der EU-Richtline zur Bodenüberwachung und für Bodenresilienz (Soil Monitoring Law, SML)“ Das Europäische Parlament und der Rat der Europäischen Union haben im November 2025 die Europäische Richtlinie zur Bodenüberwachung und für Bodenresilienz verabschiedet (Soil Monitoring and Resilience Law, EU 2025/2360). Sie stellt den ersten europaweit verbindlichen Rechtsrahmen zum Schutz der Böden dar. Übergeordnetes Ziel der Richtlinie ist es sicherzustellen, dass alle Böden in der EU bis 2050 in einem gesunden Zustand sind und dass der gesunde Zustand von Böden erhalten bleibt. Die Mitgliedstaaten haben 3 Jahre Zeit, um die neuen Vorgaben in nationales Recht zu überführen. Ziel des Projektes ist es, fachliche und administrative Fragestellungen im Rahmen der Umsetzung der EU-Bodenrichtlinie in Deutschland aufzubereiten, zu strukturieren und ihre Bearbeitung zu unterstützen. Im Fokus des Vorhabens stehen insbesondere die Bereiche Bodenmonitoring, Bewertung der Bodengesundheit und Umgang mit kontaminierten Standorten. Die Arbeiten dienen dazu, bestehenden Anpassungsbedarf zu identifizieren sowie Abstimmungsprozesse zwischen den beteiligten Akteurinnen und Akteuren auf Bundes- und Länderebene zu organisieren und fachlich zu begleiten. Ein weiteres Ziel des Projektes ist die Entwicklung und Umsetzung eines Konzepts für eine gestufte Öffentlichkeitsbeteiligung
