Planung der technischen Ausrüstung für die Anlagengruppe 6 zum Projekt "Neubau Operratives Zentrum am Universitätsklinikum Münster" Auftragsgegenstand sind Fachplanungsleistungen der Technischen Ausrüstung (im Folgenden "TGA-Planung"), Anlagengruppe 6 für den Neubau des Operativen Zentrums - nebst zugehöriger Frei-/Verkehrsflächen - am Standort des Universitätsklinikums Münster. Die Beauftragung erfolgt stufenweise/optional. Mit der ersten Beauftragungsstufe werden zunächst die zugehörigen Fachplanungsleistungen der Leistungsphasen 1 und 2 im Sinne der HOAI beauftragt. Derzeit ist beabsichtigt, dass mit Vorlage der sog. vorgezogenen Kostenberechnung zur LPH 2 ("qualifizierte Vorplanung") und wenn die in den Verdingungsunterlagen benannten Projektziele erreicht sind, durch die Auftraggeberin über die Beauftragung der Leistungsphasen 3 und 4 als zweite Beauftragungsstufe an den bis dahin beauftragten Auftragnehmer entschieden wird. Auch die weiteren Leistungsphasen - LPH 5 und folgende - werden erst zu einem späteren Zeitpunkt ggf. durch die Auftraggeberin abgerufen. Es wird also insgesamt eine Beauftragungsoption ab der HOAI-Leistungsphase 3 vorgesehen. Ein Anspruch des Auftragnehmers auf die Beauftragung der weiteren Stufen bzw. Leistungsphasen nach LPH 1 und 2 besteht folglich nicht. Es ist das vorrangige Ziel der Universitätsklinikum Münster (UKM), das bestehende Klinikgelände langfristig und zukunftsfähig auszubauen. Zu diesem Zweck sollen thematisch verwandte Einrichtungen in übergeordneten Funktionsbereichen gebündelt werden, um künftig eine effizientere und wirtschaftlichere Patientenversorgung anbieten und gewährleisten zu können. Vor diesem Hintergrund hat das UKM in den vergangenen Jahren die umfangreiche und mehrstufige Masterplanung "Zukunftsmedizin Münster 2020 - das neue UKM" entwerfen lassen. Wesentlicher Bestandteil der weiterentwickelten Masterplanung sind die Planungen rund um den Neubau des sog. Operativen Zentrums (auch "OPZ"). Das OPZ soll dem Zentralklinikum in Gestalt eines Erweiterungsbaus unmittelbar vorgelagert werden und parallel zur Albert-Schweitzer-Straße ausgerichtet sein. In dem Erweiterungsbau sollen die klinischen Bereiche Unfallchirurgie, Viszeralchirurgie, Viszeralmedizin sowie Orthopädie in einem Operativen Zentrum mit 32 OP-Sälen und den zugehörigen Diagnostik-/Therapie- sowie Allgemein- und Intensiv-Pflegeeinheiten sinnvoll zusammengeführt werden. Ferner ist die Schaffung weitreichender Pkw- und Fahrradstellplätze geplant: dies anteilig als Tiefgarage unterhalb des OPZ-Neubaus und/oder unterhalb des Klinikvorplatzes und - außerhalb der vorliegenden Planungsaufgaben/Leistungsabfrage - anteilig als autarkes Parkhaus. Die Realisierung des OPZ mit schätzungsweise 80.000 m2 BGF ist im Zuge eines einheitlichen Bauabschnitts in voller Länge des Erweiterungsbaus, inklusive eines an der Notfallzufahrt gelegenen Hubschrauberlandeplatzes, geplant. Das Bauvorhaben für das Operative Zentrum umfasst den Neubau - mit 354 Betten und 10 Überwachungsplätzen, - mit einer Gesamtnutzfläche von 35.778 m2NUF (rd. 80.000 m2BGF) für die Funktionsbereiche 1.00 bis 7.00, - mit den Funktionsbereichen: 1.00 Diagnostik und Therapie, 2.00 Pflege, 3.00 Allgemeine Dienste, 4.00 Krankenhausmanagement, 5.00 Ver- und Entsorgung, 6.00 Forschung und Lehre, 7.00 Rettungsdienst, " hierbei insb. der Funktionsstelle 1.09 Operation mit 32 OP-Sälen " und der Funktionsstelle 2.03 Intensivpflege mit 164 Betten, - mit einem dachgebundenen Heli-Landeplatz, - mit den zugehörigen Frei- und Verkehrsanlagen, - mit mindestens 100 und wünschenswerten 300 PKW-Stellplätzen sowie 1000 Fahrradstellplätzen, - mit einer Kostenobergrenze von 485 Mio.EUR brutto (KG 300/400, ohne Ersteinrichtung und Tiefgarage) - inkl. rd. 11%iger Risikovorsorge, - mit einer geplanten Vorlage der HU-Bau bis Ende Dezember 2026 - und einer anvisierten Inbetriebnahme bis Ende 2033
