Description
Veranlassung und Planungsziel: Die Fernwärmeerzeugungsstandorte Ratekauer Weg und Posener Straße der Stadtwerke Lübeck erzeugen Fernwärme für das Fernwärmenetz Vorwerk. Am Standort Ratekauer Weg befindet sich ein BHKW inkl. Wärmespeicher. Am Standort Posener Straße befinden sich drei Gaskessel und ein BHKW sowie ein Umspannwerk der TraveNetz GmbH. Da beide BHKWs in Kürze ihr Laufzeitende erreichen, sollen diese remotorisiert werden. Um zukünftig im Fernwärmenetz Vorwerk den Anteil erneuerbarer Wärme am Gesamtwärmeabsatz zu erhöhen, sollen die zu erneuernden KWK-Anlagen um je eine innovative Erzeugerkomponente ergänzt werden. Aufgrund fehlender alternativer Primärwärmequellen ist für beide Systeme jeweils eine Luft-Wasser-Wärmepumpenanlage als innovative Komponente vorgesehen worden. Zusammen mit einem neu zu errichtenden Elektrokessel ergeben sich hieraus zwei iKWK-Systeme nach §8 KWKG, welche beide im Jahr 2025 einen Zuschlag auf iKWK-Förderung erhalten haben.
Gegenstand dieser Anfrage und Planungsziel soll der Umbau der bestehenden Heizzentralen inkl. 10 kV Übergabestation sein, angelehnt an die HOAI-Leistungsphasen 1 - 9. Die Planungsaufgabe setzt sich aus den folgenden Komponenten und Systemen zusammen: iKWK-System nach KWKG §8b mit: - Schwarzstartfähige Erdgas-BHKW-Anlage (iKWK BHKW) ca. 2.200 -2.500 kWel / < 2.700 kWth am Standort Ratekauer Weg - Erdgas-BHKW-Anlage (iKWK BHKW) ca. 2.200 - 2.500 kWel / < 2.700 kWth am Standort Posener Straße - Luft-Wasser-Wärmepumpe (2-stufig) ca. 2.000 kWth, VL > 80°C am Standort Posener Straße - Luft-Wasser-Wärmepumpe (2-stufig) ca. 2.000 kWth, VL > 80°C am Standort Posener Straße - Elektrodenkessel bzw. PtH-Anlage mit ca. 10.000 kWth am Standort Posener Straße Nebenanlagen wie: - SCR-Katalysatoranlagen für beide BHKW-Standorte - Hilfs- und Betriebsmittel (u.a. Öl, Harnstoff) für beide BHKW-Standorte - Rückbau der bestehenden Gemischkühl-Wärmepumpe am Standort Ratekauer Weg Verfahrenstechnische Integration u.a. mit: - Rohrleitungen, Armaturen, Pumpen, Lüftung, Abgasanlagen (Schornsteine bauseits vorhanden) Elektrotechnische Integration mit: - 10 kV Übergabestation mit aktueller Anbindung an eine im Bau befindliche 10 kV Schaltanlage - Die 10 kV Übergabestation soll so geplant werden, dass Sie zukünftig (in ca. 5-10 Jahren) an eine 110 kV Schaltanlage angeschlossen werden kann (dies soll perspektivisch über einen 110kV/10 kV Transformator geschehen) - Transformator von 10 kV auf Niederspannung (zur Stromversorgung der LWWP) - die Niederspannungshauptverteilung (Zur Stromversorgung der LWWP) MSR- und leittechnische Integration mit: - Anlagenautomatisierung - BuB-System - Integration in die bestehende Leittechnik und Fernwirkverbindungen zur Netzleitstelle - Melde-/Überwachungsanlagen bzw. Anschluss an die bauseits vorhandenen Systeme (Gas-, Brand-, Einbruchmeldeanlage) Bautechnische Integration - Objektplanung, Tragwerksplanung und TGA für das Technikgebäude an der Posener Straße zur Aufnahme der Verfahrenstechnischen Anlagen. D.h. hier sollen die beiden LWWP integriert werden. Für die beiden BHKWs und den Elektrodenkessel können Bestandsflächen innerhalb der bestehenden Heizzentralen genutzt werden. - Innerhalb des zu planenden Technikgebäudes sollen zudem die elektrischen Schaltanlagen integriert werden: o 10 kV Übergabestation o Transformator Mittel- auf Niederspannung, o Niederspannungshauptverteilung o Dieses Technikgebäude soll so dimensioniert werden, dass (in ca. 5-10 Jahren) ein 110kV/10 kV Transformator integriert werden könnte. Diese Integration ist als mögliche Außenaufstellung des Transformators am Gebäude oder Innenaufstellung über eine Toranlage (Einschubmöglichkeit) zu optimieren und mitzudenken. - Gründung ggf. erforderlicher Nebenanlagen (Stahlbau, Lärmschutzwände, u.w.) - Lärmschutzwände - erforderlicher Stahlbau - Erschließung für die Ver- und Entsorgung im Baufeldbereich - Außenanlagen Zeiträume Planung und Umsetzung iKWK-Systeme Aufgrund der notwendigen Einhaltung der förderrechtlich relevanten Zeiträume wird seitens der Stadtwerke Lübeck folgende Zeitplanung anvisiert: - Projektstart: Mitte Juni 2026 - HOAI LPH 1-7: bis Ende Mai 2027 - HOAI LPH 8-9: bis Ende 2028
