Summary
Machine-generated summary
Gottfried Wilhelm Leibniz University Hannover is tendering GPU and CPU computing capacity for pre-training and post-training of large language models (LLMs) within the publicly funded European 'Soofi' project on open LLMs. The procurement is divided into two lots corresponding to two technically different system classes. Lot 1 concerns GPU nodes based on the NVIDIA DGX/HGX B200 or B300 reference architecture, or newer equivalents such as DGX Rubin NVL8. The work covers post-training of Mixture-of-Experts models with more than 100 billion parameters, evaluation, generation of synthetic data using generator models of around 400 billion parameters, and distillation of smaller model variants. A binding minimum of 1.5 x 10^25 FLOPs is required, with at least 1,024 GPUs available for the first 65 days, then at least 128 GPUs, over a 155-day performance period between December 2026 and early May 2027.

Description
Januar 2027; Laufzeit 155 Tage (Referenz: 1.

Open procedure: any interested supplier may submit a bid. Above the EU threshold: open to companies from any EU country.
likely award for this notice, from its published estimate of €74,950,000
€69.7M to €80.2M
Comparable awards in this country and sector came in at a median of 100% of their published estimate, half of them between 93% and 107%, based on 78 awards of the last 3 years.
Each award is compared with the estimate of the same lots, framework agreements excluded. A published estimate may include options and renewals, so an award under it is not always a discount.
