Description

Die Messe Berlin GmbH, im Folgenden gleichbedeutend auch Messe Berlin (MB) und Auftraggeber (AG) genannt, schreibt folgende Leistung aus: Implementierung dezentrale Planungssoftware Board, CP1-2025-0018. Die Messe Berlin plant die Einführung einer Business Intelligence Planungssoftware der Firma Board, die bereits bei großen deutschen Messegesellschaften im Einsatz ist. Die Ausschreibung erfolgt mit fehlender Produktneutralität, da die Software Board aufgrund ihrer einzigartigen funktionalen Merkmale - insbesondere der integrierten Plattform für Datenanalyse, Planung, Reporting, Echtzeitverarbeitung mittels In-Memory-Technologie sowie hoher Sicherheitsstandards (ISO/IEC 27001, DSGVO-Konformität) - spezifisch den besonderen Anforderungen der Messe Berlin GmbH entspricht. Gemäß § 97 Abs. 3 GWB sowie Art. 42 der EU-Vergaberichtlinie 2014/24/EU ist eine Beschränkung auf eine bestimmte Lösung zulässig, wenn diese sachlich gerechtfertigt ist und keine unverhältnismäßige Beschränkung des Wettbewerbs darstellt. Die Besonderheiten von Board, die keine funktional gleichwertige Alternative am Markt bieten, die keine funktional gleichwertige Alternative am Markt bieten, rechtfertigen die fehlende Produktneutralität zur Gewährleistung von Effizienz, Sicherheit und strategischer Weiterentwicklung. Ziel ist es, die betriebswirtschaftlichen Prozesse durch Ausnutzung des umfangreichen Potenzials der Software Board zu beschleunigen und die Aussagekraft der Planung zu erhöhen, um eine maximale Effizienz und bestmögliche Entscheidungsvorlagen für das Management zu schaffen. Im Rahmen des Projektes sollen die Prozesse der Messe Berlin einer kritischen Prüfung unterzogen, mit den neuen Möglichkeiten von Board abgeglichen und anschließend in Board implementiert wer-den. Wichtig für die Zielerreichung ist eine enge Abstimmung/ Koordination mit den parallellaufenden IT-Projekten der Messe Berlin.
