Für die Deutsche Marine sind über eine Rahmenvereinbarung bis zu 20 baugleiche Hafenschlepper mit Arbeitsdeck der Klasse 724, die den Vorgaben einer anerkannten Klassifikationsgesellschaft und der deutschen Flagge entsprechen, aus einer bereits laufenden Serienproduktion neu zu beschaffen. Dabei ist über den Einsatz als reinen Schlepper hinaus eine zusätzliche Verwendung als "flexibler Fähigkeitsträger" beabsichtigt, welcher die Aufnahme von zwei ISO 20-Fuß-Standardcontainern bzw. vier ISO 10-Fuß-Containern und eine technische Seeausdauer von mindestens sieben Tagen ermöglicht. Aufgrund der aktuellen sicherheitspolitischen Lage ist zum Zwecke der Eindämmung des laufenden hybriden Krieges Russlands gegen die Bundesrepublik Deutschland und ihre Verbündeten im Nord- und Ostseeraum eine kurzfristige Beschaffung (bis 2028) erforderlich. Ziel ist es, die bei der Deutschen Marine derzeit vorhandenen sechs ca. 35 Jahre alten, nicht mehr bedarfsdeckenden Hafenschlepper der Klasse 725 zu ersetzen. Die vorgenannten Hafenschlepper werden insbesondere für die Erfüllung nachfolgender Einsatzaufgaben beschafft: • Assistenz/Bugsieren/Manövrieren von Schiffen und Booten der Marine auf Reeden und im Hafen, • Schleppen von Marineschiffen, -booten und Geräten im Hafen und im küstennahen Seegebiet, • Begleiten von Seezielschießen inkl. Transport, Ausbringen und Schleppen von Seezielen, • Aufnahme von zwei ISO 20-Fuß- Standardcontainern bzw. vier ISO 10-Fuß-Containern, • Unterstützung bei Werfterprobungen, Standproben und Kompensationsfahrten, • Eisdienst in den Häfen, • Brandbekämpfung im Hafen und auf See, • Hilfeleistung bei Gewässerverunreinigung sowie • Sicherung und Bergung von Schiffen und Booten in See. Um die anerkannte Fähigkeitslücke der Deutschen Marine zu schließen, ist es erforderlich, zunächst zehn Hafenschlepper mit Container-/Arbeitsdeck mit der Möglichkeit des Abrufes von bis zu zehn weiteren Einheiten zu beschaffen. Ferner umfasst die Beschaffung insbesondere: • dazugehörige Ausrüstung (Schleppausstattung, Schlepphaken, Bergungsausstattung, Werkzeug, Ersatzteile), • Dokumentationen, • Software, • die Einweisung/Schulung der Besatzung, Erstellung/Aktualisierung eines Projektterminplans, Installierung eines Risikomanagements sowie Durchführung von Bausachstandsbesprechungen.
