Summary

Machine-generated summary

The District of Fürth intends to build a new four-court sports hall with a grandstand on the site of the Dietrich-Bonhoeffer-Gymnasium in Oberasbach, replacing the existing hall built between 1974 and 1978. The replacement construction is to be carried out by a total contractor. The project aims to restore physical education in a functional hall, meet standards for championships, improve energy efficiency and lower operating costs, offering pupils and sports clubs of the Fürth district a safe and attractive venue for events such as district championships and international hall masters. School lessons and club sport continue during construction. Services procured: project management according to AHO booklet 9, supporting the client as a staff function to ensure economic, on-time and on-budget delivery, applying low-tech, sustainable and climate-adapted building principles.

Description

Der Landkreis Fürth beabsichtigt den Neubau einer 4-fache Sporthalle mit Tribüne auf dem Grundstück des Dietrich- Bonhoeffer Gymnasiums in Oberasbach als Ersatzbau für die bestehende Sporthalle. Die Umsetzung des Ersatzneubaus ist an einen Totalunternehmer vorgesehen. Die Sporthalle wurde zwischen 1974 bis 1978 errichtet. Durch den Ersatzneubau soll wieder der Sportunterricht in einer funktionalen Sporthalle, die Anpassung von Standards für die Meisterschaften, Verbesserung der Energieeffizienz und dadurch die Senkung der Betriebskosten ermöglicht werden. Für die Nutzer - Schülerrinnen, Schüler und Sportvereine von Landkreis Fürth - soll eine sichere und attraktive Sportstätte geboten werden, in der auch übergreifende Sportveranstaltungen, Hallenlandkreismeisterschaften oder internationale Hallenmasters stattfinden können. Während der Ausführung kann der Unterricht in der Bestandssporthalle weiter stattfinden, da der Ersatzneubau an einer anderen Stelle geplant ist. Der Vereinssport kann ebenfalls weitergeführt werden. Das Umkleidegebäude ist sehr marode und soll abgerissen werden. Die Flächen sollen idealerweise in dem neuen Sporthallengebäude mit integriert werden. Bei der Planung und Umsetzung sind insbesondere die Leitlinie Bau des Landkreises Fürth sowie die darin enthaltenen Anforderungen an klimaangepasstes, nachhaltiges und nach dem Low-Tech-Ansatz ausgerichtetes Bauen zu berücksichtigen. Maßgeblich sind dabei insbesondere eine lebenszyklusorientierte Planung, Ressourcenschonung, Energieeffizienz und Klimaneutralität, flächensparendes Bauen, ein gesundes Raumklima sowie die Optimierung von Betrieb und Unterhalt. Die Zielstellung der zu vergebenden Projektmanagementleistungen gemäß § 2 AHO Heft 9 (Stand Mai 2025) besteht in der Unterstützung des Landkreises Fürth als Auftraggeber. Die Projektsteuerung agiert dabei als Stabfunktion des Bauherrn, um wirtschaftliche, termin- und kostengerechte Umsetzung des Ersatzbaus durch Totalunternehmer (TU) sicherzustellen. Im Rahmen des gewählten Realisierungsmodells (Totalunternehmer) beschränkt sich das Leistungsbild des Projektsteuerers auf die Überwachung, Kontrolle und Sicherstellung der Projektziele, da die operative Koordination der Nachunternehmer sowie die Ausführungsplanung und Bauüberwachung in der primären Verantwortung des Totalunternehmers liegt. Zusätzlich zu dem im HAV-KOM-Vertrag beschriebenen Leistungsbild nach AHO sind insbesondere folgende Leistungen Teil des Auftrags: -Vorbereitung der TU-Vergabe: Zusammenstellung der technischen und fachplanerischen Anforderungen (funktionale Leistungsbeschreibungen) als Grundlage für das TU-Paket, um ein vergleichbares Angebot zu ermöglichen, ggf. Ausschreibung einer objektbezogenen Planung zur Unterstützung; - Begleitung des Vergabeverfahrens zur Beauftragung des TU unter Berücksichtigung der Zielstellungen (Kosten, Termin, Qualität); - Koordination der Schnittstellen: Sicherstellung, dass die im TU enthaltenen Planungs- und Fachplanungsleistungen den Anforderungen des Landkreises entsprechen;
