Die Bundesrepublik Deutschland, vertreten durch die Niedersächsische Landesbehörde für Straßenbau und Verkehr, Geschäftsbereich Aurich, beabsichtigt den Ersatzneubau des Brückenbauwerks im Zuge der Bundesstraße B436 über den Nordgeorgsfehnkanal in Wiesmoor. Das Bauwerk befindet sich bei km 9,429 der B436. Es handelt sich um ein bedeutendes Verkehrsbauwerk im Zuge der Bundesstraße mit regionaler Verbindungsfunktion. Die Notwendigkeit des Ersatzneubaus ergibt sich aus dem Bauwerkszustand, den Ergebnissen der Bauwerksprüfungen nach DIN 1076 und insbesondere den Untersuchungen im Zusammenhang mit Spannungsrisskorrosion. Das Bauwerk besitzt kein Ankündigungsverhalten. Im Bauwerksbuch ist der Ersatzneubau ausdrücklich vorgesehen. Grundlage der Vergabe ist die "Vergabeverordnung" (VgV) in Verbindung mit dem "Handbuch für die Vergabe und Ausführung von freiberuflichen Leistungen im Straßen- und Brückenbau" (HVA F-StB), Ausgabe März 2022. Die Ingenieurleistungen werden nach der "Honorarordnung für Architekten und Ingenieure" (HOAI), Ausgabe Januar 2021, vergeben. Grundlage für die Abwicklung der Ingenieurleistungen im Teil 3 Objektplanung der HOAI sind die §§ 43 (Leistungsbild Ingenieurbauwerke) und im Teil 4 Fachplanung die §§ 51 (Leistungsbild Tragwerksplanung). Als Leistungen gemäß HVA F-StB, 2022-03, Abschnitt 1.5 sind zu erbringen: - Objektplanungen Ingenieurbauwerke (HOAI Teil 3, Abschnitt 3) - Fachplanungen Tragwerksplanung (HOAI Teil 4, Abschnitt 1) - Rückbauplanung in der Objektplanung Ingenieurbauwerke - Rückbauplanung in der Fachplanung Tragwerksplanung - Besondere Leistungen der Objektplanung Ingenieurbauwerke - Besondere Leistungen der Fachplanung Tragwerksplanung Verkehrsanlage Siehe Leistungsbeschreibung Verkehrsanlage (Anlage 1.7)
