Description

Als Dienstleistung für Staatsanwaltschaften und andere berechtigte Behörden führt das BfJ nach § 492 Strafprozessordnung (StPO) das Zentrale Staatsan-waltliche Verfahrensregister (ZStV). Dieses Register speichert bundesweit ent-stehende Daten zu Ermittlungsverfahren gegen Personen. Die gespeicherten Daten entstehen bei Staatsanwaltschaften und auch bei steuerstrafrechtli-chen Angelegenheiten gleichgestellten Finanzbehörden sowie Zollbehörden. Eine zentrale Datenhaltung vernetzt Staatsanwaltschaften und weitere be-rechtigte Behörden für einen effektiven Austausch ergänzender Informationen zu Beschuldigten. Maßnahmen in Ermittlungsverfahren können damit besser koordiniert werden, z.B. bei überörtlich agierenden Tätern und Mehrfachtätern. Die Vermeidung von Doppelverfahren und eine möglichst frühzeitige Einrich-tung von Sammelverfahren sind weitere Zwecke des zentralisierten Datenaus-tausches im ZStV. Weitere rechtliche Vorgaben sind in der Verordnung über den Betrieb des Zentralen Staatsanwaltschaftlichen Verfahrensregisters (ZStVBetrVO) geregelt. Das BfJ beabsichtigt, die Pflege und Weiterentwicklung des ZStV-Verfahrens neu zu vergeben. Diese Ausschreibung umfasst die Pflege der Verfahrenssoftware des ZStV-Verfahrens, die kontinuierliche Weiterentwicklung der Verfahrenssoftware sowie Dienstleistungen im Zusammenhang mit dem Betrieb des ZStV-Verfahrens. Die vollständige Leistungsbeschreibung nebst Anlagen wird den Teilnehmern bereitgestellt, die zu Abgabe eines Angebots aufgefordert werden. Der Schutzbedarf des IT-Verfahrens wird sowohl hinsichtlich der Vertraulichkeit, der Datenintegrität und der Verfügbarkeit mit hoch bewertet.
