Das Bundesamt für Justiz (BfJ) arbeitet, bedingt durch die einzelnen Fachverfahren Elektronisches Handelsregister und Genossenschaftsregister (EHUG), Bundeszentralregister und Gewerbezentralregister (BZR/GZR) sowie Zentrales Staatsanwaltschaftliches Verfahrensregister (ZStV), mit verschiedenen externen Dienstleistern zusammen. Zur Kommunikation zwischen dem BfJ und diesen externen Dienstleistern wird die Software Jira als CR-Tool (CR = Change Request) verwendet. Mit deren Hilfe werden beispielsweise Änderungswünsche im Hinblick auf die jeweilige Verfahrenssoftware an die Dienstleister gemeldet oder neue Versionen der Software durch diese bereitgestellt. Die SSL-Verschlüsselung basiert hierbei auf einem Thawte-Zertifikat und berücksichtigt den Mindeststandard des BSI für den Einsatz des SSL/TLS-Protokolls durch Bundesbehörden. Es befinden sich gegenwärtig im BfJ 500 Nutzerlizenzen (Data Center) für Atlassian Jira im Einsatz. Atlassian Confluence wird als Kollaborationsplattform für die Anbindung an Jira genutzt. Derzeit sind auch hier 500 Nutzerlizenzen (Data Center) im Gebrauch. Das BfJ beabsichtigt zunächst weiterhin, die Softwareprodukte Jira und Confluence zu verwenden. Da das BfJ die Softwareprodukte Jira und Confluence vorerst weiter nutzen möchte, umfasst der Leistungsumfang des Auftragnehmers die zeitlich befristete Überlassung der aktuell im Einsatz befindlichen Data-Center-Lizenzen für jeweils 500 Nutzer sowie bedarfsabhängige Dienstleistungen.
