Description

Es besteht ein Bedarf an verschiedenen Leistungen, welche in Form eines Pflegevertrags, eines Servicevertrags und einer Rahmenvereinbarung ausgeschriebenen werden. Das BfJ arbeitet, bedingt durch die einzelnen Fachverfahren zum Elektronischen Handels- und Genossenschaftsregister (EHUG), den elektronischen Strafachrichtenaustausch (ESTA) sowie den Einsatz des Dokumentenmanagementsystems DOMEA, mit der Scan-Standardsoftware Kofax. Kofax wird für die Erstellung von elektronischen Dokumenten aus dem papiergebundenen Posteingang von EHUG und der Justizbeitreibung benötigt. Das BfJ beabsichtigt, die Software weiter zu verwenden, wodurch zur kontinuierlichen Pflege ab dem 1. Januar 2027 ein neuer Pflegevertrag benötigt wird. Hierzu soll ein EVB-IT Pflegevertrag geschlossen werden. Zur Anbindung an das EHUG-Fachverfahren wurde ein Konnektor entwickelt. Auch diese Schnittstelle (Individualsoftware) muss ab dem 1. Januar 2027 unter Pflege gestellt werden. Diese wird in einem EVB-IT Servicevertrag abgeschlossen. Die zentrale Scanstelle des BfJ wurde nach Vorgaben der TR-RESISCAN ertüchtigt. Um die Vorgaben der TR-RESISCAN technisch umzusetzen, wurden an Kofax Anpassungen und Erweiterungen durch den derzeitigen Dienstleister vorgenommen. Das Scangut durchläuft im Scanprozess die Kofax-eigenen Module Scannen, PDFGenerator und Export. Des Weiteren durchlaufen sie Module des derzeitigen Dienstleisters (Kofax Capture Custom Module). Die Pflege der Kofax Capture Custom Module ist ebenfalls Bestandteil dieser Ausschreibung und wird ebenso ab dem 1. Januar 2027 benötigt. Diese drei Leistungsbestandteile sollen jeweils durch eine jährliche Pauschale erbracht und abgerechnet werden. Zudem besteht seitens des BfJ ein Bedarf für Erstellungs-, Entwicklungs- und sonstige Dienstleistungen. Hierzu wird eine Rahmenvereinbarung abgeschlossen. Für die bestehende EHUG-Schnittstelle sowie für ggf. weitere neue Fachverfahren sollen Entwicklungs- bzw. Weiterentwicklungsleistungen beauftragt werden. Für die Anbindung neuer Fachverfahren müssen ggf. Konfigurations- und Entwicklungsleistungen erbracht werden. Sonstige Dienstleistungen können u.a. als Beratungsleitungen, Workshop und/oder als Betriebsunterstützung z.B. für Installations-/Konfigurationsarbeiten oder Entwicklungsarbeiten vor Ort beim Auftragnehmer, in Form telefonischer Beratung und/oder als Remote-Unterstützung abgerufen werden. Eine nähere Beschreibung der Leistung ist der Leistungsbeschreibung (LB) zu entnehmen.
