Gegenstand des zu vergebenen Auftrags ist die Einführung und der Betrieb eines Contract-Lifecyclemanagementsystems als SaaS-Lösung Die Deutsche Bundesbank (im Folgenden auch Auftraggeber) ist die unabhängige Zentralbank der Bundesrepublik Deutschland und bildet gemeinsam mit der EZB sowie weiteren nationalen Zentralbanken das europäische Systems der Zentralbanken (ESZB). Der bisherige Prozess rund um Bedarfsaufgabe, Beschaffung, Rechnungsbearbeitung und Bezahlen von Waren und Dienstleistungen wurde als Pilotprojekt für eine Ende-zu-Ende-Prozessoptimierung identifiziert. P2P "Procure to Pay" bezeichnet einen Ende-zu-Ende-Prozess, der alle Schritte von der Bedarfsaufgabe bis zur Zahlung umfasst. In der Maßnahme wurde ein Soll-Prozess zur Verbesserung der Prozesssicherheit, Rechtskonformität und Effizienz entwickelt. Dieser Prozess soll im Projekt P2P IT-technisch umgesetzt werden. Statt auf zahlreichen IT-Anwendungen soll der Prozess, soweit möglich, auf dem SAP-Standard basieren. Spezialisierte Softwareprodukte kommen lediglich in besonderen Ausnahmefällen zum Einsatz. Der Beschaffungsprozess des Auftraggebers ist derzeit noch von manuellen Bearbeitungsschritten und Systembrüchen zwischen den IT-Verfahren geprägt. Der Auftraggeber beabsichtigt, den Einkaufsprozess im Rahmen einer digitalen Lösung zu standardisieren. Ziel ist die Implementierung eines effizienten und rechtssicheren Prozesses für alle Beschaffungsvorgänge des Auftraggebers. Durch die Überführung von IVM nach SAP Kontrakte entsteht beim Auftraggeber eine funktionale Lücke hinsichtlich der inhaltlichen Vertragsmanagementfunktionalitäten, insb. der Vertrags-, Anhangs- und Änderungsbearbeitung, -Verwaltung sowie -Dokumentation. Weitere wichtige Funktionalitäten wie z.B. Klausel-Bibliotheken und analytische Instrumente zum Vertrags-Risikomanagement fehlen bislang generell. Darüber hinaus ist eine übergreifende Einkaufkontraktverwaltung erforderlich, die möglichst gut integriert mit SAP MM, der Benutzerverwaltung und idealerweise mit dem künftigen Vergabemanagementsystem interagiert und effizient Daten austauscht. Eines der Teilprojekte im Rahmen von P2P ist das Teilprojekt 2b "Contract Lifecyclemanagement". In dessen Rahmen sollen folgende Ziele erreicht werden: 1) Einkauf und Integration des Contract Lifecycle Managements (CLM) (SaaS-Anwendung), 2) Anlage von Inhalten für den Erstbetrieb des CLM, 3) Schaffung eines nutzerfreundlichen digitalen effizienten Vertragsabwicklungsprozesses, 4) Systematisierung und soweit möglich Automatisierung der Einkaufsvertragserstellung und -verwaltung, 5) Darstellung und Überwachung des Vertragslebenszyklus auch unter Berücksichtigung von Vertragsänderung und 6) Aufbau eines systemgestützten automatisierten Risikoidentifikations- und Risikoanalyseprozesses. Im Rahmen der Digitalisierung und Optimierung der Vertragsabläufe des Auftraggebers benötigt dieser eine leistungsfähige Vertragsmanagementsoftware als Software-as-a-Service (SaaS). Diese Lösung soll es ermöglichen, den Gesamtvertragszyklus zu automatisieren, Risiken zu minimieren und die Effizienz bei der Verwaltung von Verträgen zu steigern. Der Auftraggeber plant, ein Standardsystem einzuführen. Eigenentwicklungen sollen die Ausnahme bleiben und nur ausgeführt werden, wenn diese alternativlos sind. Der Auftraggeber wünscht daher keine Anpassung der Software an einen bestehenden Prozess des Auftraggebers, sondern er wird seine Prozesse, soweit erforderlich, an die Software anpassen. Die zu beschaffende Lösung umfasst eine cloudbasierte Plattform zur zentralisierten Vertragserstellung und -verwaltung. Nachgelagert wird in einer weiteren Ausschreibung ein Implementierungspartner gesucht, der die technische Integration in die bestehende IT-Infrastruktur durchführt. Dies schließt die Durchführung von IT-Sicherheitsuntersuchungen und die Integration mit SAP-Systemen ein, wobei besonderes Augenmerk auf die Anbindung an SAP Kontrakte zu legen ist. Diese Implementierungs-, Integrations- und Customizing-Leistungen sind nicht Teil dieser Ausschreibung. Das zu beschaffende CLM soll als Public-Cloud- Lösung bereitgestellt werden (gemäß Public-Cloud-First-Ansatz der IT in der Bundesbank). Ziel des Projektes P2P-CLM ist es deshalb, eine marktverfügbare Standardsoftware (CLM) beim Auftraggeber produktiv einzuführen. Dabei soll sich das zu beschaffende CLM auf Basis der aktuellen IT-Strategie in die IT-Infrastruktur der Bank einfügen und durch geeignete Schnittstellen in die bestehende Systemlandschaft des übergeordneten Bedarfsdeckung-/Beschaffungsprozesses integrieren lassen. Es muss darüber hinaus hinreichend technologisch offen sein, um auch zukünftige systemtechnische Veränderungen aufgreifen zu können.
