Die Konzessionsgeberin plant ein Gigabit-Netz in den unterversorgten Gebieten der Stadt Solingen. Sie beabsichtigt, eine Dienstleistungskonzession für den Betrieb des zu errichtenden Glasfasernetzes nach den Vorschriften der KonzVgV zu vergeben. Das passive Netz soll an einen Betreiber verpachtet werden, der die aktive Technik einbringt, das Netz funktionsfähig betreibt, Endkundendienste bereitstellt und Drittanbietern offenen Zugang gewährt. Die Umsetzung des geförderten Projekts erfolgt auf der Grundlage der Richtlinie "Förderung zur Unterstützung des Gigabitausbaus der Telekommunikationsnetze in der Bundesrepublik Deutschland vom 30.04.2024 ("Gigabit-Richtlinie"). Die Stadt Solingen beabsichtigt im im Rahmen des Betreibermodells die Versorgung der unterversorgten Gebiete des Stadtgebietes. Das passive Netz soll an einen Betreiber, den Konzessionsnehmer, verpachtet werden, der die aktive Technik einbringt, das Netz funktions-und betriebsfähig betreibt, Endkundendienste bereitstellt und Drittanbietern offenen Zugang gewährt. Die Umsetzung des geförderten Projektes erfolgt insbesondere im Rahmen der Richtlinie "Förderung zur Unterstützung des Gigabitausbaus der Telekommunikationsnetze in der Bundesrepublik Deutschland" vom 30.04.2024 ("Gigabit-Richtlinie"). Die Stadt Solingen hat hierzu einen Förderantrag an das Bundesministerium für Verkehr und digitale Infrastruktur (BMVI) auf Gewährung einer Zuwendung im Rahmen der Richtlinie „Förderung zur Unterstützung des Gigabitausbaus der Telekommunikationsnetze in der Bundesrepublik Deutschland“ gestellt. Für die Umsetzung der Errichtung eines Gigabit-Netzes erhielt die Stadt Solingen mit Datum vom 14.11.2024 einen vorläufigen Zuwendungsbescheid des Bundesministeriums für Verkehr und Digitale Infrastruktur (BMVI) (Anlage 01 Vorläufiger Zuwendungsbescheid des Bundes nebst Anlagen vom 14.11.2024). Die Bezirksregierung Düsseldorf hat mit Bescheid vom 07.01.2025 die Realisierung des Betreibermodells im Wege des vorzeitigen Maßnahmenbeginns zugelassen (Anlage 03 Bescheid der Bezirksregierung Düsseldorf vom 07.01.2025).
