Description

Das Landeslabor Berlin-Brandenburg (nachfolgend LLBB genannt) ist die gemeinsame Untersuchungseinrichtung der Länder Berlin und Bandenburg. Es nimmt hoheitliche Untersuchungs- und Analyseaufgaben insbesondere in den Bereichen Lebensmittelsicherheit, Veterinärmedizin, Umwelt- und Gesundheitsschutz wahr und betreibt hierfür Laborkapazitäten an mehreren Standorten. Der Brandenburgische Landesbetrieb für Liegenschaften und Bauen (nachfolgend BLB genannt) beabsichtigt als Bauherr, für das LLBB einen Laborneubau am Standort Frankfurt (Oder) zu errichten. Das Grundstück ist als Landesgrundstück vorhanden; ein Grundstücksankauf ist nicht erforderlich. Die PD ist vom BLB mit der wirtschaftlichen Beratung und dem Projektmanagement für das Vorhaben beauftragt. Die hier ausgeschriebenen technischen Beratungsleistungen werden von der PD als Nachunternehmerleistung beschafft und im Rahmen ihres Auftrags gegenüber dem BLB erbracht. Aufgrund der spezifischen fachlichen Anforderungen an die Laborplanung wird die technische Beratungsleistung in zwei Losen ausgeschrieben: - Los 1: „Technische Beratung - Planen und Bauen” - Los 2: „Technische Beratung - Laborfachplanung” Die wirtschaftlichen Beratungsleistungen werden durch die PD erbracht. Die juristischen Beratungsleistungen werden gesondert beschafft und durch einen noch zu beauftragenden Rechtsberater erbracht. Beide Leistungen sind nicht Gegenstand dieser Ausschreibung. Schnittstelle der Lose: Die Gesamtkoordination der technischen Inhalte obliegt Los 1. Der „Technische Berater - Planen und Bauen“ steuert die Zuarbeiten des „Technischen Beraters - Laborfachplanung“, führt diese zusammen und verantwortet die Vollständigkeit und Widerspruchsfreiheit der technischen Unterlagen, insbesondere der funktionalen Leistungsbeschreibung. Umgekehrt wirkt der „Technische Berater - Planen und Bauen“ an den Leistungen des „Technischen Beraters - Laborfachplanung“ mit, soweit dies für deren Fortschritt erforderlich ist. Die Prüfung der Zuarbeiten aus Los 2 auf Vollständigkeit, Plausibilität und Übereinstimmung mit der Bedarfsplanung ist Bestandteil dieser Verantwortung; dies gilt unabhängig davon, ob beide Lose an denselben Auftragnehmer vergeben werden.
