Das BMWE trägt aufgrund seiner Zuständigkeit für die KSG-Sektoren Energiewirtschaft, Industrie und Gebäude sowie seiner Federführung bei der Erstellung des deutschen NECP eine besondere Verantwortung für die Entwicklung und Bewertung energie- und klimapolitischer Maßnahmen. Ziel des Auftrags ist es, das BMWE (Abteilung III) durch quantitative Analysen bei der Konzeption, Bewertung und Weiterentwicklung von Maßnahmen zu unterstützen. Untersucht werden insbesondere die erzielbaren Treibhausgasminderungen, ökonomische Auswirkungen auf öffentliche Haushalte, Unternehmen und Verbrauchergruppen sowie Aspekte der Akzeptanz und Umsetzbarkeit. Die Arbeiten bauen auf bestehenden Gesamtsystem-Modellierungen zu den THG-Projektionen auf und berücksichtigen weitere Wirkungsabschätzungen aus relevanten Quellen. Die Ergebnisse werden entsprechend den Anforderungen von KSG und NECP aufbereitet und transparent hinsichtlich Annahmen, Methoden und Ergebnissen dokumentiert. Ziel ist eine wissenschaftlich fundierte, übersichtliche und technisch nutzbare Entscheidungsgrundlage für die Energie- und Klimapolitik.
