Die Techniker Krankenkasse (TK) gibt gem. § 291 SGB V für jeden Versicherten eine elektronische Gesundheitskarte (eGK) aus. Die eGK dient als Nachweis zur Inanspruchnahme von Leistungen im Rahmen der vertragsärztlichen Versorgung und ist für Versicherte ab 15 Jahren grundsätzlich mit einem Bild des Karteninhabers auszustatten. Aus diesem Grund fordert die TK bei ihren Kunden ein Bild an. Die angeforderten Bilder können auf dem Postweg eingereicht oder online hochgeladen werden. Die bei der TK eingereichten Bilder werden, so diese nicht online hochgeladen wurden, im ersten Schritt von der TK digitalisiert. Die weitere Bildbeurteilung und -bearbeitung nimmt die TK nicht selbst vor, sondern beauftragt hierfür den Auftragnehmer (AN). Dieser prüft, beurteilt und bearbeitet die Fotos zu eGK-spezifikationskonformen Bildern für die Produktion der eGK. Die aktuell arbeitstäglich vom AN zu bearbeitende Menge an Bildern beträgt zwischen 5.000 und 12.000 Stück. Die TK rechnet über den maximalen Vertragszeitraum von 4 Jahren mit ca. 7,08 Mio. Bildeingängen, die zu eGK-konformen Bildern zu verarbeiten sind. Die Mengenangaben zeigen den geschätzten Bedarf der TK, ohne dass hiermit eine Abrufverpflichtung in entsprechender Höhe begründet wird. Eine Verpflichtung zum Abruf eines bestimmten Mindestvolumens besteht nicht. Der Höchstwert beträgt 115 Prozent des Angebotsvergleichspreises gemäß Anlage A1 der Vergabeunterlagen.
