Description

Gegenstand der Ausschreibung ist die Bereitstellung, Implementierung und der Betrieb einer integrierten, cloudbasierten Procurement Suite zur Unterstützung der Beschaffungs- und Lieferantenmanagementprozesse im Konzern der Technischen Werke Dresden GmbH (TWD). Die Lösung soll als standardisierte SaaS-Anwendung eines Herstellers bereitgestellt werden und eine einheitliche Plattform für die Digitalisierung, Standardisierung und effiziente Steuerung der Beschaffungsprozesse schaffen. Im Rahmen der ersten Einführungswelle umfasst der Leistungsumfang die Funktionen des Supplier Relationship Managements (SRM) sowie das Katalogmanagement und die Abwicklung von Katalogbestellungen. Die Lösung soll eine durchgängige Unterstützung der Prozesse von der Lieferantenregistrierung über Qualifizierung, Bewertung und Risikobetrachtung bis hin zur Bestellung aus freigegebenen Katalogen ermöglichen. Darüber hinaus soll die angebotene Suite die Grundlage für einen späteren Ausbau weiterer Beschaffungsfunktionen bilden. Hierzu zählen insbesondere Funktionen des Source-to-Contract (S2C), weitere Procure-to-Pay-(P2P)-Prozesse sowie Guided Buying. Ziel ist die langfristige Etablierung einer integrierten, zukunftsfähigen und weitgehend standardnahen Procurement-Plattform mit einer gemeinsamen Datenbasis, einer einheitlichen Benutzeroberfläche und einem konsistenten Rollen- und Berechtigungskonzept. Der Auftraggeber verfolgt dabei ausdrücklich das Prinzip „Standard vor Individualisierung“. Individuelle Entwicklungen sollen auf das fachlich und technisch notwendige Minimum beschränkt werden, um eine hohe Releasefähigkeit, geringe Betriebskosten und eine nachhaltige Weiterentwicklung der Lösung sicherzustellen.
