De aanbestedende overheid wenst een geïntegreerde partner aan te stellen voor de juridische en sociale dienstverlening als erkend sociaal secretariaat, inclusief payroll én voor het onderhoud, de optimalisatie en de implementatie van het HR- en payrollsysteemlandschap. De opdracht omvat enerzijds de correcte, tijdige en conforme uitvoering van alle wettelijke, sociale en fiscale verplichtingen verbonden aan loonverwerking en sociaal recht en anderzijds de ondersteuning van de aanbestedende overheid bij het beheren, onderhouden, optimaliseren en toekomstgericht uitbouwen van haar HR-IT-omgeving (SAP HR / Payroll en SAP SuccessFactors). In dit kader is de aanbestedende overheid op zoek naar één opdrachtnemer die optreedt als integraal aanspreekpunt en eindverantwoordelijke voor zowel het sociaal secretariaat als voor het HR- en payrollsysteemlandschap. Deze verantwoordelijkheid kan worden ingevuld door de opdrachtnemer zelf of door de opdrachtnemer samen met één of meerdere onderaannemers, waarbij de opdrachtnemer steeds optreedt als enige contractuele gesprekspartner en eindverantwoordelijke. De opdrachtnemer treedt op als sociaaljuridische partner en bewaker van het wetgevend kader en staat in voor de vertaling en correcte implementatie van wijzigingen in sociale, arbeidsrechtelijke en fiscale regelgeving binnen de payrollprocessen en de ondersteunende HR-systemen. Daarnaast fungeert de opdrachtnemer als onderhouds- en implementatiepartner voor het HR-systeemlandschap, zowel voor geplande evoluties (zoals de implementatie en optimalisatie van SAP SuccessFactors, waaronder Employee Central en de bijhorende talentmodules) als voor eigen ontwikkelings- en optimalisatievragen van de aanbestedende overheid. De opdrachtnemer treedt op als strategische en adviserende partner door het periodiek analyseren van onze bestaande HR- en payrollprocessen, het signaleren van optimalisatiekansen en het formuleren van concrete verbetervoorstellen, met als doel ons HR- en payrollsysteemlandschap duurzaam verder te ontwikkelen ter ondersteuning van onze HR-strategie. De gunning van deze opdracht geeft de opdrachtnemer geen enkel exclusiviteitsrecht of recht op afname van zijn aangeboden producten of diensten. De AO kan gedurende de looptijd van deze opdracht leveringen, identiek of analoog aan deze beschreven in het bestek laten uitvoeren door derden. De originele opdrachtnemer kan bij toepassing van bovenstaande op géén enkel ogenblik aanspraak maken op enige vergoeding, in welke aard dan ook.
