HUS-yhtymä pyytää tarjouksia verisuonikirurgiassa käytettävistä verisuonten kannatinnauhoista, sunteista, verisuonikatetreista ja verisuonisondeista. Hankinta on jaettu neljään pääosa-alueeseen, joista kukin sisältää useampia alaosa-alueita. Tarjouskilpailussa pyydetään tarjouksia mm. seuraavista tuoteryhmistä: - Verisuonten kannatinnauhat ja -instrumentit - Suntit - Verisuonikatetrit - Verisuonisondit Tarjoaja voi jättää tarjouksen yhteen tai useampaan hankinnan osa-alueeseen. Tarjouksen jättäminen yksittäisiin alaosa-alueisiin on sallittua. Osa-alueet sekä osa-alueita koskevat tuotteet ja vaatimukset on kuvattu tarkemmin liitteessä 1. Tuote- ja hintalomake. Hankinnan kohteeseen sisältyvät myös tarjottuihin tuotteisiin liittyvät lisätuotteet, kuten lisäkoot ja -tarvikkeet, jotka ilmoitetaan liitteessä 1. Sopimuskaudella voidaan lisäksi hankkia hankinnan ennakoidun arvon mukaisesti sopimuksen kohteena oleviin tuoteryhmiin kuuluvia tuotteita, joita ei ole yksilöity tuoteliitteessä. Tavoitteena on kilpailutuksen avulla saada valikoimiin riittävä määrä tuotteita kattamaan erilaiset potilastarpeet ja että tuotteiden toimitusvarmuus on hyvä ja tuotteita on saatavilla, kun niitä tarvitaan. Sopimus on voimassa määräaikaisena kaksi (2) vuotta vuotta, minkä jälkeen se on voimassa toistaiseksi. Kyseessä on useamman hankintayksikön yhteishankinta, joka toteutetaan hankintarenkaana. Tässä tarjouspyynnössä pyydettyjä tuotteita tulevat käyttämään: HUS-yhtymä (HUS), Kymenlaakson hyvinvointialue ja Päijät-Hämeen hyvinvointialue. Ks. tarkemmat tiedot tarjouspyynnön liitteessä Sopimusluonnos. Hankinnan ennakoitu kokonaisarvo (alv 0 %) on yhteensä noin 920 000 euroa laskettuna 48 kk ajanjaksolle. Kyse on arviosta, eikä hankintayksikkö sitoudu ilmoitettuihin euromääriin ja tarjouspyynnössä ilmoitettuihin, toteutuneisiin kulutusmääriin. Lopulliset tilausmäärät voivat olla ilmoitettua suurempia tai pienempiä. HUSin osuus hankinnan ennakoidusta arvosta on noin 848 000 euroa, Kymenlaakson osuus hankinnan ennakoidusta arvosta on noin 20 000 euroa ja Päijät-Hämeen osuus hankinnan ennakoidusta arvosta on noin 52 000 euroa. Osa tuotteista on kaupintavarastotuotteita. Ne otetaan käyttöön toimittajan vastuulla olevasta tilaajan tiloissa sijaitsevasta varastosta tai toimittaja toimittaa ne mukanaan toimenpiteeseen. Tuotteet tilataan HUSin tilausjärjestelmästä. Hankintapäätöksen jälkeen tarjottuja tuotteita ei lähtökohtaisesti voi vaihtaa toisiksi. Julkisen hankintamenettelyn lähtökohtana on tarjouksen lopullisuus (hankintalaki 74 § ja oikeuskäytäntö). Lisäksi hankintalain 136 § määrää, ettei sopimuksia saa olennaisesti muuttaa (tuotteiden vaihtaminen toisiksi katsottaisiin olennaiseksi muutokseksi). Hankinnan kohde ja sitä koskevat vaatimukset on kuvattu yksityiskohtaisesti tarjouspyynnössä ja sen liitteissä. Kuvaus hankittavasta tuotteesta on tarjouspyynnön liitteessä 1. Tuote- ja hintalomake. Hankintasopimus on voimassa kaksi (2) vuotta, minkä jälkeen se on voimassa toistaiseksi.
