Hankinnan kohteena on 300 euron arvoisen liikuntapalvelukokonaisuuden tuottaminen kutsuntaikäisille nuorille. Kyseessä on Puolustusministeriön hyväksymismenettely palveluntuottajille, jotka liitetään osaksi palvelusetelijärjestelmää. Kyseessä ei ole perinteinen tarjouskilpailu, jossa valitaan yksi tai useampi toimittaja. Menettelyn tavoitteena on hyväksyä mukaan kaikki palveluntuottajat, jotka täyttävät asetetut pakolliset vähimmäisvaatimukset. Loppukäyttäjä (nuori) valitsee palveluntuottajan hyväksyttyjen tuottajien rekisteristä. Tausta ja tavoite: Toiminta on osa kansallista "Suomi liikkeelle" -ohjelmaa. Palvelun päätavoite on parantaa kohderyhmään kuuluvan nuoren fyysistä ja psyykkistä toimintakykyä, tukea pysyvää elämäntapamuutosta ja parantaa edellytyksiä varusmiespalveluksen onnistuneelle suorittamiselle. Kohderyhmä: Palvelu on tarkoitettu kutsunnoissa palveluskelpoisuusluokkaan E (palveluksesta vapautettu rauhan aikana) tai B (palveluskelpoinen tietyin rajoituksin) lihavuuden vuoksi (koodi E66) määrätyille, vähintään 18-vuotiaille nuorille. Alueellinen rajaus (Kokeilu):Toiminta toteutetaan kaksivaiheisena kokeiluna. Tämä hyväksymismenettely koskee Vaihetta 1 (2025-2026), jolloin toiminta käynnistetään Lahden, Kouvolan ja Paimion alueilla. Palvelupaketin vähimmäisvaatimukset: Palveluntuottajan tulee sitoutua tuottamaan 300 euron arvolla kokonaisvaltainen, 100 päivän (12-16 viikon) pituinen valmennusprosessi. Palvelun tulee hyödyntää MarsMars-sovellusta keskeisenä työkaluna. Palvelun on sisällettävä vähintään: Kolme (3) henkilökohtaista valmennustapaamista (vähintään 45 min/kerta), jotka ajoittuvat ohjelman alku-, keski- ja loppuvaiheeseen.
