Der Kanton sieht vor, Rahmenverträge für den Bezug von Fachpersonen auf Mandatsbasis in den Bereichen Projektmanagement, Agilität und Business Analyse zu vergeben. Es werden dafür verschiedene Rollen in total 7 Losen ausgeschrieben (3 Lose Projektmanagement, 3 Lose Agilität, 1 Los Business Analyse). Die Rollen lehnen sich dabei an die Berufsbeschreibungen der "berufe-der-ict" von swiss-ICT an. Die Leistungen sollen primär die Bedürfnisse der kantonalen Verwaltung abdecken. Darüber hinaus können die in den einzelnen Losen aufgeführten Rollen und Kompetenzstufen auch Gemeinden und andere Träger öffentlicher Aufgaben wie Bildungs- und Gesundheitsinstitutionen abrufen. Abschluss von bis zu 6 Rahmenverträgen als Basis für den Bezug von Fachpersonen für die Leistungserbringung auf Mandatsbasis (über Minitender-Verfahren oder Direktvergabe).
