Art der Leistung Durchführung von Hauptuntersuchungen (HU) einschließlich der Untersuchung des Motormanagements und Abgasreinigungssystems (UMA) gemäß § 29 StVZO an Fahrzeugen jeglicher Bauart. Umfang der Leistung Der Auftrag wird ausschließlich an Auftragnehmer vergeben, die zur Durchführung von HU (als Oberbegriff für die genannten Leistungen) gemäß § 29 StVZO berechtigt sind. Dies sind in NRW die Technischen Prüfstellen mit ihren amtlich anerkannten Sachverständigen oder Prüfern für den Kraftfahrzeugverkehr sowie die nach Anlage VIIIb StVZO amtlich anerkannten Überwachungsorganisationen, die HU durch von ihnen betraute Prüfingenieure durchführen lassen. Die Leistung wird in zwei Teillose aufgeteilt und ist an der Untersuchungsstelle des Auftragnehmers (AN) oder an der Untersuchungsstelle des AG (anerkannter Prüfplatz) auf dem Gelände der Liegenschaft in der Theodor-Althoff-Straße 4 in 45133 Essen zu erbringen. Ziel der Ausschreibung ist der Abschluss einer Rahmenvereinbarung mit bis zu drei Vertragspartnern je Teillos. Die Rahmenvereinbarung soll zunächst über die Laufzeit von 4 Jahren geschlossen werden. Sie kann sich zusätzlich 2-malig um jeweils 1 Jahr verlängern. Das Vertragsverhältnis soll am 01.11.2026 beginnen. Das PP Essen unterhält einen Fuhrpark von aktuell 592 Fahrzeugen verschiedener Hersteller und unterschiedlichster Bauarten. Hierbei handelt es sich um derzeit 515 Kraftfahrzeuge bis 3,5 t, sowie 18 Kraftfahrzeuge zwischen 3,5 t und 7,5 t und 46 Krafträder und 13 Anhänger unterschiedlicher Typen. Die bisherige Durchführung der HU erfolgt zu etwa 80 % an der Untersuchungsstelle des AG und zu etwa 20 % an der Untersuchungsstelle des AN.
