Przedmiotem zamówienia jest świadczenie usług w zakresie publicznego transportu zbiorowego na terenie miasta Tarnowa i gmin sąsiednich, z którymi Gmina Miasta Tarnowa zawarła stosowne porozumienia. Organizator zleca Operatorowi świadczenie usług w zakresie publicznego transportu drogowego na liniach komunikacji miejskiej, które wchodzą lub w okresie obowiązywania umowy wejdą w skład sieci komunikacyjnej obejmującej obszar Gminy Miasta Tarnowa oraz gmin, które zawarły z Gminą Miasta Tarnowa porozumienia międzygminne. Usługi przewozowe świadczone będą przez Operatora zgodnie z obowiązującym rozkładem jazdy linii komunikacji miejskiej, taborem ustalonym w porozumieniu z Operatorem, spełniającym określone wymagania techniczne, w tym wyposażenie w urządzenia umożliwiające kasowanie biletów. Za świadczenie usług przewozowych Organizator zapłaci Operatorowi wynagrodzenie, a Operator zrezygnuje z pobierania od pasażerów należności za przejazd. Wpływy z opłat za przewóz, o których mowa w ustawie Prawo przewozowe przysługują Organizatorowi.
