Description

Oslo municipality needs a cloud based (SaaS) system that can provide system support for the below main functions for both daytime employees and rota works. a) Function for registering and approving time and absence. b) Function for compliance with legislation and contracts. c) Function for work hours planning d) Function for management, decision support and reporting. The system shall cover the needs of all the municipalities ́entities and service areas, with the exception of educational personnel (the Agency for Education/Schools). The system's main functions ought to be able to be used by the municipality ́s new districts as of 1 January 2028, cf. the approved district reform. There is a need for a system that is secure, flexible and scaleable. This means i.a. a solution that: * can collect and use master data and other requested data from the municipality's internal systems. * structures data, so that they can be coordinated and reused, as well as exchanged across systems and applications. * uses artificial intelligence, rule engines and equivalent forms of automation to improve functionality, user experience and efficiency in work processes. * provides employees and managers with a seamless path to registration of time and work planning with simple navigation and work flow and a high degree of self-service. * have flexible architecture for handling changes in the municipality ́s organisation, legislation and agreements as well as technological developments in the market.
